( 2 ) <br /> We are not prepared, at this time , to list all our thoughts on <br /> Ranch usage . That will remain for the Master Plan ' s completion . <br /> we will say, though , that some appropriate recreational usesinre- <br /> clude nature walks , bird-watching , picnics , and playing <br /> in the <br /> stored family playground. Inappropriate uses are creating a base- <br /> ball diamond, riding dirt bikes through the woods, and sectioning <br /> off a portion of the Ranch to create a "Dog Park . " <br /> For another example: appropriate environmental uses would include <br /> restoring the original gardens , using part of the acreage to dem- <br /> onstrate farming techniques of 50 years ago, and cataloguing the <br /> native plant species of this unique urban forest . Inappropriate <br /> uses are apparently already taking place, according to a Feb. 11 , <br /> 1992 "Opinion" article in the Register-Guard by Robert and Virginia <br /> Freeman of the Morse Ranch Off Leash Asso. The Freemans report <br /> that dog owners have been planting a variety of bulbs in order to <br /> "brighten up" the place . This is just one more instance of people <br /> negatively impacting the Ranch through ignorance - in this case, <br /> contaminating the proposed botanical survey. We ask that the Com- <br /> mission direct these people to locate and remove any such plantings . <br /> If there is any confusion over a proposed Ranch activity, the method <br /> to determining its appropriateness is to consider the element pre- <br /> ceding it. Does a recreational activity fit with the environment? <br /> If there is still confusion , ask if the activity provides an edu- <br /> cational opportunity? And even if the activity does fit at that <br /> point, the ultimate deciding factor is that the activity should fall <br /> within the historical context. <br /> As mentioned before, in the case of a historical property, the uses <br /> of such a property should never be determined by sheer numbers of <br /> people who wish to impose their will upon it. The property itself <br /> shapes its own use and majority does not rule. <br /> Whether one person per day or fifty per day deided e to oovisitmtthe <br /> egRanch <br /> is not a consideration. A historic prope y c <br /> ed in <br /> the manner of usage and amount of return per square foot. The actual <br /> value of such a property does not lie in its relative popularity. <br /> Thus , the arguement that, with a Dog Park ,more people will visit the <br /> Ranch,should not be taken into account. <br /> We of the Wayne Morse Historical Park Corp. believe that there will <br /> be an increase in visitations when the programs we propose are enacted. <br /> These programs will not happen instantly and there will be many who <br /> will point to the Ranch and say that no one is using it again . <br /> But we believe that instant and uncontrolled use sdetrimental - <br /> the Ranch and the surrounding neighborhood. By gradually <br /> incorpor- <br /> ating programs such as 4-J schoolchildren visiting , horticultural <br /> exhibitions , an old-time farming event, a return of the annual Easter <br /> Egg Hunt , etc. , the usage of the Ranch will be increased, but in a <br /> structured manner necessary to the property ' s integrity.
