C *quJ
WAYNE MORSE HISTORICAL CORPORATION
HISTORY AND PURPOSE
In the early seventies The Wayne Morse Historical Corporation was established
under the name of The Wayne Morse Historical Park Committee. The or2al
purpose of the Committee was "the historical and environmental preservation of
the Wayne Morse Ranch as a memorial to this great American." Once the Ranch
was in public ownership, the purpose of the Corporation changed to "Honor
Wayne Morse and to promote those great political and personal integrity
qualities for which he was known."
The Corporation's original goal was to have the Ranch purchased from the Morse
family by the State of Oregon and maintained as a State Park. This proposal
was presented to the State of Oregon on October 15, 1974. The request was
denied; however the State did assist with the purchase. The Ranch was
purchased from Mrs. Morse, the Senator's widow, at a substantially reduced
price. Funds for the purchase were derived from the State Highway Trust Fund
and the City of Eugene, which were used to match a Federal Open Space Grant
from the Bureau of Outdoor Recreation. The transfer of the property to the
City of Eugene was completed in 1976.
One of the restrictions of the Open Space Grant was that it could not be used
for the purchase of Historical Sites. Therefore only the first floor of the
residence was designated as a Historical Site and its value was excluded from
the purchase price covered by the Open Space Grant.
There is no legal obligation between the City and the Corporation. However
they work together in order to preserve and promote the site, and the
Corporation remains in contact with the Morse Family. As recognition of the
Corporation's interest and knowledge, the City asked the Corporation to
oversee the memorabilia and prepare it for public display. In return for this
•
help, the City allows the Corporation to use the Ranch House free for their
meetings.
A master plan for the Ranch had long been on PARCS and the Corporation lists
of items to do when the resources were available. At the Corporation's Board
Meeting on January 14, 1990, a committee was formed to explore a master plan
project. The Corporation contacted the U of 0 Landscape Architecture
Department to see if there was a student who would like to undertake this
project. In October of 1991, Tom Litster was selected to carry out the master
plan project under the general direction of John Etter, Principal Landscape
Architect for PARCS.
At the Corporation's Annual Meeting and Board Meeting on March 10, 1991, the
1991-92 Board of Directors and Officers were elected.
Chair: Ann Penny
Vice Chair: Laura Olson
Secretary: Barbara Rohde
Treasurer: Agnes McQueary
Darelle Baker agreed to continue as Membership Chair
The Board Members are: Sam Adams, Darelle Baker, Scott Bartlett, Louise
Beaudreau, George Beres, Harold Bock, Louise Bock, Jack Craig, John DeZell , Ed
