It was my understanding that the public announcement for <br /> this public fora was prepared and had already been distributed through the <br /> standard channels. Late in the process, I found we were overdue in getting <br /> formal annoucements out. This error was the result of an internal process <br /> breakdown which will be corrected in the future. I am grateful to you and <br /> Bob Freeman, a park neighbor, for asking that we provide more advance notice. <br /> The date is now set for July 9, a Thursday, noon - 2:00 p.m. and 7:00 - 9:00 <br /> p.m. at the Hilyard Center. <br /> The purpose of these fora are to receive additional input on how the park <br /> might be used, or not used, how it should appear, etc. The plan was initiat- <br /> ed at the request of the Wayne Morse Historical Park Corporation, and the <br /> cost was shared equally by the city and the corporation. To date the plan <br /> has only received input from individual members of the corporation and not <br /> had general public review. We will have copies on display or available to <br /> take out at several locations in advance of the meetings. <br /> Our announcement will indicate that all past comment received regarding the <br /> dog off-leash program will be considered as part of the input for these fora. <br /> Most people I have talked with to not want to repeat going over everything <br /> that was presented on that issue last February. While we are particularly <br /> inviting comments on other aspects of the park, we will certainly accept more <br /> comment on off-leash issues and hope these will include new insights instead <br /> • of a repeat of comment already received. <br /> We are continuing to receive comment regularly on the off-leash issue, both <br /> pro and con. A staff proposed compromise of a modified option "A" has been <br /> processed through the Parks and Recreation Commission and the interested <br /> citizen groups. This compromise proposal restricts the off-leash program to <br /> the portion of the pasture west of the stream and includes the installation <br /> of a fence to protect the stream and wetland areas as many have suggested. <br /> While we acknowledge that other alternatives may be discovered in the future <br /> as we gain--experience with the off-leash program, staff feels this compro- <br /> mise, based on all the comments received, will solve or reduce in magnitude <br /> most of --problems which have been identified. I will send you a copy of <br /> this drawing through the internal mail . <br /> An issue that is sure to get attention will be how historic we can call the <br /> park, and how much we can restrict recreational uses.
