MEMORANDUM DATE: May 11, 1994 FROM: DEE GRISSELL TO: DICK MORGAN SUBJECT: ISSUES CONNECTED WITH FIESTA LATINO On the 6th & 7th of May, at Washington Jefferson Park, the City of Eugene and the Latino Community presented the Fiesta Latino. Section One between 5th St. and 1st St. were set up to accommodate approximately 20, 000 participants. Although the event went relatively smooth there were a few issues which need to be considered prior to next years event. Prior to any electrical or other setups which require excavation or digging it' s imperative that event coordinators establish utility locates. Not only external but internal as well. This not only provides the necessary safety precautions but prevents any other potential major liabilities to be incurred by event contractors. All construction and or excavation sites must be returned to their original state following the event. Area checks in terms of water, restroom, lighting and electrical need to be made prior to the event. With all needs coordinated well in advance. Any last minute changes need to be communicated to Parks Maintenance staff, ( ie. portable restroom placement. ) , in order to minimize potential damages. Although the post event cleanup took place with event staff the area was far from returned to it' s original state. Riverside staff required an additional 12 hours of litter pickup and 4 additional hours to remove debris from the basketball court area. Many of these issues well be addressed if the event takes place at this same location next year. The construction of an amphitheater, in section 1, will facilitate all electrical and staging needs. However the need to keep communications open and address litter and garbage concerns are issues needing attention prior to future events. cob Hammitt Bonnie Beck
