MEMORANDUM <br /> DATE: May 11, 1994 <br /> FROM: DEE GRISSELL <br /> TO: DICK MORGAN <br /> SUBJECT: ISSUES CONNECTED WITH FIESTA LATINO <br /> On the 6th & 7th of May, at Washington Jefferson Park, the City <br /> of Eugene and the Latino Community presented the Fiesta Latino. <br /> Section One between 5th St. and 1st St. were set up to <br /> accommodate approximately 20, 000 participants. Although the event <br /> went relatively smooth there were a few issues which need to be <br /> considered prior to next years event. <br /> Prior to any electrical or other setups which require excavation <br /> or digging it' s imperative that event coordinators establish <br /> utility locates. Not only external but internal as well. This not <br /> only provides the necessary safety precautions but prevents any <br /> other potential major liabilities to be incurred by event <br /> contractors. All construction and or excavation sites must be <br /> returned to their original state following the event. <br /> Area checks in terms of water, restroom, lighting and electrical <br /> need to be made prior to the event. With all needs coordinated <br /> well in advance. Any last minute changes need to be communicated <br /> to Parks Maintenance staff, ( ie. portable restroom placement. ) , <br /> in order to minimize potential damages. <br /> Although the post event cleanup took place with event staff the <br /> area was far from returned to it' s original state. Riverside <br /> staff required an additional 12 hours of litter pickup and 4 <br /> additional hours to remove debris from the basketball court area. <br /> Many of these issues well be addressed if the event takes place <br /> at this same location next year. The construction of an <br /> amphitheater, in section 1, will facilitate all electrical and <br /> staging needs. However the need to keep communications open and <br /> address litter and garbage concerns are issues needing attention <br /> prior to future events. <br /> cob Hammitt <br /> Bonnie Beck <br />
