I commend you for the effort <br /> your group is taking to change the use of the park beneath the bridge. My apologies for <br /> the differing stances our Department has taken to date, and the time frame for a response. <br /> It is not a typical type of request and took a little more time on our part. <br /> The park was permitted at this location through a written agreement between the Oregon <br /> Department of Transportation and the City of Eugene. Since this park is maintained by <br /> the City, we would be willing to issue a permit to them allowing the painting of murals on <br /> the columns. There would be conditions placed on the permit to ensure the proper <br /> maintenance of the murals and ability to maintain the structure. I am quite sure, however, <br /> that permit provisions could be worked out to the satisfaction of all. <br /> If this proposal is acceptable, I recommend that you contact the City of Eugene Public <br /> Works Department and work with them to obtain the permit from the District 5 Office in <br /> Springfield. Our District office in Springfield can advise on how to best proceed with the <br /> permit process.
