need to seek an employment waiver from the City and County for this investment.
Earlier this year, the City and County approved an employment waiver for a recent equipment investment. The waiver
'greement required the company to maintain a minimum average annual employment of 650 employees, and make
intributions to School District 4J, Bethel School District, Lane Community College, and Lane Education Service District.
For the first year of tax exemption, Hynix maintained an average annual employment of 747. The required education
contributions totaling $346,405 were made in November. Additionally, the City and County received $138,855 and
$25,356 respectively based on the waiver agreement. In order to ensure ongoing compliance with the waiver agreement
criteria, Hynix's $514,107 tax exemption benefit is being held in escrow until the end of the tax exemption period. An irrigation
system has been installed, and concrete poured. As part of a pilot project, all of the work, which is being funded by the
1998 parks and open space bond measure, is being performed by Parks Maintenance crews. The park was originally
slated to have an irrigation system installed only; however, because parks crews have undertaken the project in-house
and been able to perform the work for less cost, several other projects, including a new playground, picnic area,
landscaped beds, new trees, fence and park signage have been added. In addition, the new picnic area has been
accented with new benches and a barbeque.
The Public Works Maintenance concrete crew provided expert assistance with the concrete work. A concrete border for
the expanded playground and picnic area was created, as well as a concrete pad for a drinking fountain and a base for a
new, heavy-duty fence. The playground equipment has been ordered and is scheduled to be installed this winter by the
Park Amenities crew. The Landscape crew will begin landscaping this spring or early summer. For more information
about the renovation, call Turf and Grounds Supervisor John Clark at 682-4826.
irk Amenities Staff Provide Coverage on Christmas Day
Those who plan to visit one of Eugene's parks this Christmas Day should find the parks well-maintained as a parks crew
will, along with Santa Claus, make its rounds on Christmas Day as it does every other day of the year. A new webpage was also created for Skyview Park, Eugene's
newest neighborhood park south of 18th Avenue, at www.ci.eugene.or.us/pw/parks/skyview. Through the Owen Rose
Garden webcam at www.ci.eugene.or.us/pw/parks/owen/owencam.htm, progress on the installation of a new gazebo at
the garden can be viewed live.
The City's Parks, Recreation and Open Space Comprehensive Plan is a process designed to solicit public input in order
to chart the future for Eugene's parks, recreation, and open space system. The webpage is one of several ways
information is being gathered from the public. The staff and citizens spearheading the effort have been talking to
residents since early fall. They hosted a booth at the Eugene Celebration in September, facilitated a public meeting in
November and will be sending out a community-wide survey at the beginning of the year. An online survey will be
available on the webpage in January.
EUGENE CITY COUNCIL NEWSLETTER PAGE 2
December 19,2002 cc121902.wpd
