included in today's Council packet. The City will accept written comments submitted to Damon Joyner, Utility Permit and
Inspections Supervisor, 1820 Roosevelt Blvd., Eugene, Oregon 97402, for a 30-day period, ending November 18, 2002.
For more information, contact Damon Joyner at Public Works Maintenance, 682-4890.
University of Oregon and City of Eugene Work Together on Tree Pruning Project
i'he Parks and Open Space Tree Crew and the grounds maintenance crew at the University of Oregon (UO) recently
pooled their resources to effectively address a public safety issue. Two large UO-owned oak trees, located at the
intersection of 11th Avenue and Franklin Boulevard, were obstructing traffic lights. UO maintenance crews did not have
the equipment or expertise to prune the trees and requested the help of the City's professional tree trimmers, who have
up to 20 years of experience in the field. In order to complete the job safely, traffic lane closures were necessary, and
the tree crew, a small staff of four, did not have the necessary personnel to provide traffic control and clean-up while
pruning. The issue was resolved in just over an hour when the two agencies shared resources; the UO grounds
maintenance crew provided traffic and ground support, while the City's tree crew came in with an aerial truck and
performed the pruning.
"Through interagency cooperation, the public at large benefited by getting the job done in the most efficient way and at
the least cost to taxpayers," says Tree Crew Supervisor Kevin Foerstler. For more information about the project, call
Foerstler at 682-4822.
Volunteers in Parks Program Receives$1,000 Weyerhaeuser Grant
The City's Volunteers in Parks program recently received a $1,000 unrestricted grant from The Weyerhaeuser Company
Foundation. The grant is made possible because of the time Weyerhaeuser employees volunteered at the Alton Baker
off-leash dog park in August, chipping branches, cutting blackberry vines and rebuilding picnic tables. The grant is part
of the foundation's Making Waves program in which the foundation pays for the time Weyerhaeuser employees volunteer
with organizations in the community. Volunteers in Parks Coordinator Chris Girard, who organized the volunteer activity
in August, plans to use the money to purchase a drinking fountain for the new dog park.
According to the letter announcing the award, the program "fosters volunteerism and supports employees' good works...
jiving foundation dollars greater impact." Girard considers the grant a boon for his program that utilizes volunteers in a
variety of park projects around the city. "We really did get double the benefits; the volunteer effort allowed us to
complete work prior to the dog park opening in early August, and the grant will allow us to continue to make
improvements in the dog park," says Girard. For more information about the grant or the Volunteers in Parks program,
call Girard at 682-4845.
New Skatepark Opens in Bethel
Eugene's newest skatepark, located at Bethel Community Park south of Barger Avenue between Legacy Street and
Haviture Way, opened the second week in October. As the park neared completion, skaters restlessly waited in the
wings, and since it opened, the facility has drawn between 20 and 35 young people on any given sunny afternoon.
An innovative blend of consultant expertise and public input appears to have paid off in the construction of this
skatepark. The Florence-based firm of Airspeed Skateparks was hired to both design and construct the park. This unique
approach allowed the expertise of the designers to be integrated throughout the design and construction process. In
addition, Parks and Open Space Planning, in conjunction with the consultants, held a public input session in June to
solicit ideas and suggestions from users before the park was designed. These innovative approaches resulted in the
creation of a very popular skatepark facility that meets the needs of a variety of skill levels and has something for
everyone.
More amenities are planned for Bethel Community Park, including landscaping along the perimeter of the skatepark,
sidewalks, a permanent restroom, a drinking fountain, and a children's play area. Work on these features is scheduled to
begin next summer. For more information, contact Parks and Open Space Planner Carolyn Weiss at 682-4914.
Newest Issue of Storm water Connections Debuts This Saturday
EUGENE CITY COUNCIL NEWSLETTER PAGE 3
cc101702.wpd
October 17,2002
