The City's annual program to smoke test portions of the local wastewater collection system began this week and will <br /> continue through mid-September in three different areas of town: the Jefferson-Westside neighborhood (between 8th and <br /> 12`h avenues from Almaden to Van Buren streets); the Amazon/Fairmount neighborhood (between 23rd and 25`h avenues <br /> from Hilyard Street to Miami Lane, and between 2O`h and 27th avenues from University Street to Capital Drive); and the <br /> southeast University neighborhood (between 29th Place and 43rd Avenue from Amazon Drive to Spring Boulevard). <br /> The smoke used in this process is non-toxic and does not harm people, plants, animals or property. Neighborhood <br /> association leaders have been notified, and residents will be notified before testing begins in their neighborhood, through <br /> press releases, letters and door hangers. <br /> Crews from the Eugene Public Works Maintenance Division use smoke as a tool to identify defects and improper <br /> connections in the wastewater system. Each year, the City tests portions of its 750-mile local wastewater collection <br /> system. The program is funded with revenue received through monthly wastewater user fees. If smoke testing identifies a <br /> stormwater connection prohibited by City code, such as a roof drain connected to the wastewater system, the property <br /> owner is notified and required to correct the problem. Property owners also are notified if cracks or other defects are found <br /> in wastewater lines on private property, and repair or replacement of those lines is recommended. When smoke testing <br /> and flow monitoring reveal defects in the public portion of the wastewater collection system, repairs are made as soon as <br /> possible. The event will begin at the parking lot at 24th and Amazon. <br /> Volunteers will rake bark on the running trail. Volunteers in Parks Coordinator Chris Girard asks volunteers to bring a rake <br /> and a pair of work gloves and wear sturdy shoes or boots. A limited number of rakes will be available at the event. "This <br /> has truly been a community effort," says Girard. "Thanks to all the sponsors for making this event possible and a special <br /> tanks to Lane Forest Products for donating 33 units of bark." Airspeed Skateparks, the Florence firm hired to design and build the park, will help facilitate the meeting. <br /> The new skatepark will be located at Bethel Community Park,just south of Barger Avenue between Legacy Street and <br /> Haviture Way.
