<br /> <br />April 17, 2015 <br /> <br /> <br />Karen Franko <br />c/o Jen Adams <br />First Christian Church <br />Eugene, OR 97402 <br /> <br /> <br />Dear Karen, <br /> <br />You were issued a Notice of Restriction from Eugene Police Department on April 14, 2015 at 6:50 a.m., <br />followed by a verbal request for an informal hearing via telephone call from Jen Adams at First Christian <br />Church at about 10:15 a.m. on April 17, 2015. <br /> <br />Park Rules 1.074(2) states the request for an informal hearing must be in writing and filed with the Parks <br />and Open Space Division Director ("the Division Director") at the location indicated on the notice within <br />48 hours (exclusive of weekends) of receipt of the notice. Unfortunately, this means your request for an <br />informal hearing would have needed to be made shortly after the regular business day opening the <br />morning of April 16, 2015. <br /> <br />During the conversation with Jen Adams, it was disclosed that you regularly use Occupy Medical in the <br />East Park Block on Sundays from 11 a.m. – 4 p.m. <br /> <br />Although I am not able to affirm, modify, or cancel the Notice of Restriction issued to you on April 14, <br />Parks and Open Space Division does not wish to deprive you of the opportunity to continue the medical <br />care and attention you receive at Occupy Medical. <br /> <br />Although you shall continue to be excluded from entering in or using all City of Eugene Parks, open spaces <br />and facilities, an exception is being granted to you for Occupy Medical purposes only. You shall be allowed <br />in East Park Blocks during regular Occupy Medical hours of 11 a.m. – 4 p.m. on Sundays through May 14, <br />2015, for regular medical care and attention. These dates are April 19 and 26, and May 3 and 10, 2015. <br />You should have this letter in your possession, and make it available to Eugene Police Department officers <br />if requested, while attending Occupy Medical. <br /> <br />As agreed during the telephone conversation this morning with Jen and Clara Matsler, this exception <br />letter is being forwarded to you via Jen through email.
