January 25, 1995 <br /> TO: Mayor and City Council <br /> FROM: Scott Plamondon, Urban Forester <br /> SUBJECT: Urban Forest Management Plan Update <br /> In December of 1992 the City Council adopted Eugene's first Urban Forest Management Plan <br /> (UFMP). Over the past two and a half years we have made progress on many of the <br /> implementation actions noted within the UFMP. This following is a report itemizing the 19 <br /> policies adopted in the UFMP and the current status of program development on each. <br /> The UFMP was divided into five basic elements containing 19 policies. These basic elements are: <br /> 1. TREE SELECTION Policy 1 - 3 <br /> 2. TREES ON PUBLIC PROPERTY Policy 4 -10 <br /> 3. TREES ON PRIVATE PROPERTY Policy 11 - 14 <br /> 4. HERITAGE TREES Policy 15 - 17 <br /> 5. EDUCATION Policy 18 - 19 <br /> TREE SELECTION <br /> POLICY: <br /> 1. The City will plant trees on public property that have potential for good local <br /> performance and will, over time, achieve a diversity of species for greater stability of <br /> the Urban Forest The City will recommend that trees with these characteristics be <br /> used in private developments as well. <br /> • The City has participated in the planting of over 2,300 trees representing over 60 species <br /> during the past three years with noone species of tree representing over 10% of the trees <br /> being planted. <br /> • A list of acceptable street trees has been compiled, adopted and published. This list <br /> contains such information as name, size at maturity, size of planting area required, <br /> acceptable soil conditions, and compatibility with overhead power lines. <br /> • A tree inventory computer software program has been acquired and work in underway to <br /> develop an inventory of all the street trees. <br /> • City staff strongly encourages the planting of a diverse mixture of tree species as a part of <br />
