8th & Charnelton, Public Works Maintenance Staff Involvement <br /> Sunday, June 1, 1997 <br /> Johnny Medlin - <br /> I was called by DPS last Sunday a little after 1:00 pm. The dispatcher stated that she had called <br /> 9 other people on our on -call list without receiving a response. The request was to reinstall a <br /> fence which had been knocked down in the mornings "riot" at Charnelton and Broadway. <br /> I went to the site at approximately 1:30 , found Lt. Becky Hansen and asked what was needed. <br /> She said that the temporary construction fence which had been knocked down around the entire <br /> two half block construction site needed to be re- erected as soon as possible. This fence was a 6' <br /> high chain -link using 8' panels set within metal stands. Most of the panels were still <br /> interconnected, but had been separated from the "stands" when it was knocked down. Becky said <br /> that the contractor (Chambers) had been contacted and that they said it was a City erected fence. <br /> I did not believe this was true. <br /> I called Jerry Gill of PDD who said the fence was the responsibility of Public Works Facilities. <br /> Jerry called Brad Black of Facilities and Brad met me on the site. Brad said the fence was the <br /> contractors responsibility and called Chambers const. <br /> Chambers Const. responded by sending a supervisor to the site who said they would re -erect the <br /> fence on Monday morning because he had been unable to contact any of his people due to it <br /> being a Sunday. Brad Black recontracted Lt. Becky Hansen to confirm she needed the fence up <br /> immediately and she confirmed that need. <br /> I asked the Chambers Representative if they could respond and after calling "one of the owners" <br /> told us that he could not and that we should go ahead and respond. I told him that my intent was <br /> to call in a fairly large crew due to the fact that hostile people were still present and that a larger <br /> crew would be able to "lift" most of the fence back up instead of dismantling it and reassembling. <br /> This would result in our being on the site for a minimal amount of time. I also requested police <br /> have personnel on -site when we performed this work. <br /> Brad Black and I retired to 1820 Roosevelt at approximately 2:45 and worked to call in a crew. <br /> The people called in were: <br /> PWM <br /> Johnny Medlin, Dave Colley, Neil Compton, Dennis Johnson, Ron Chapman, Darrell Hookland, <br /> Dave Bell, Eric Cariaga, Marty McDonald <br /> PWF <br /> Brad Black, Don Lefkowith, Wayne Sylliaasen <br /> The fence was re- erected by approximately 4:45. The AFSCME staff were on overtime for 2 hrs. <br />
