LAP
EUGE!' E Public Works
Maintenance
City of Eugene
1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 682 -4800
MEMORANDUM
TO: Kurt Corey, Director, Public Works Department
FROM: Mark Snyder, Urban Forester
RE: American Forests contract for ITYgreen" project
DATE: April 25, 2001
Attached, for your signature, is a contract with American Forests for services related to the
"CITYgreen" project.
The purpose of the project is to provide a regional and local analysis of forest canopy cover,
including the entire Willamette Valley from Vancouver, WA to Eugene. Using "CITYgreen"
software, the analysis will address changes in the regional and local forest canopy cover over
several decades, including the quantifiable benefits of canopy cover, such as air pollution
reduction, carbon sequestration, water quality improvements, etc. The project will provide
baseline information which can be used in evaluating Eugene's urban forest canopy cover, tree
preservation goals and regulations, and other forest management activities.
The project will be a cooperative effort between national, state, and local agencies. American
Forests, the oldest non - profit conservation organization in the U.S., is the sponsor of the project,
providing the CITYgreen analysis software, technical expertise, regional data and analysis, and
assistance with public outreach. The Oregon Department of Forestry's (ODF) Urban and
Community Forestry Assistance Program will act as coordinator of the project, providing Eugene
and other cities in the region with background information and technical advice. Other northwest
cities who have confirmed participation in the CITYgreen project to date are: Vancouver, WA,
Portland, Wilsonville, Beaverton, Albany, Tualatin, Salem and Corvallis.
Deliverable products of the project, to be purchased from American Forests, are: a report
containing the results of the regional canopy cover analysis, and detailed analyses of the local,
Eugene, tree canopy cover in both hard copy and CD format. These products will be delivered
before the expiration of the contract, December 30, 2001. Because of the cooperative nature of this
regional -scope project, the coordinating role of ODF, and because of the trademarked CITYgreen
software, American Forests is the only vendor that can provide these deliverables.
