HAMMITT Bob
From: MEDLIN Johnny R
To: HAMMITT Bob
Cc: ETTER John F; PLAMONDON Scott F
Subject: Urban Forestry - Temporary Assignment
Date: Friday, July 12, 1996 8:01 AM
Hi Bob,
This is just a short note (I hope to get you a longer one when I get the rest of the info gathered) to let you
know that the Urban Forestry backlog of referrals for land use plan review is getting excessive. We
currently have approximately 60 referrals for major land use actions and likely an additional 40 for minor
partitions and site reviews. We are not able to be timely on these reviews. I haven't received any formal
complaint from Planning, but suspect things are getting passed on without our review.
I think things are going to get worse before they get better. Starting on the 22nd we are beginning the
Urban Forest Service Profile. Just to attend meetings alone is going to take about 10% of both Scott's
and Mike's time over the next ten weeks.
The new PIC technician will not solve this problem. At best that person can only put 20% of their time
into this type of activity due to dedicated fund constraints. In addition, there will be a training curve, and
there are a number of people lining up to get a piece of this positions time.
As a stop gap measure I have reassigned Hal Gausman (temp employee in Park Planning) to work 3/4 time
for Scott with his duties there limited to performing plan reviews.
I think this will likely turn out to be a larger staffing problem than I can solve with short term measures.
Also with the likelihood of the local street plan gaining acceptance from the Council and the additional
work that will bring in I suspect we will need to look at doing something more comprehensive.
Thanks
Johnny
Page 1
