increase efficiency in the process by allowing us to train someone to perform the reviews and field
evaluation that various PWM supervisory staff now perform (with limited responsiveness) and who would
have direct participation with the various loan staff.
If this position is approved we would work with Eileen's staff for a level of cross training so that some
back -up support could be performed both them to us and vice versa. Currently we anticipate this person
would be 2/3 time in the office and 1/3 time in the field. We would provide this person with a staff car
which would need a parking assignment. Having someone in the PIC representing PWM should make us
more responsive at the PIC counter.
I hope this has been helpful.
Johnny
From: FINNEY Kevin P
To: BELLMORE Mike; MEDLIN Johnny R; PLAMONDON Scott F
Subject: Urban Forester, Tree Preservation and PIC processes
Date: Thursday, February 01, 1996 4:51 PM
Johnny, Scott and Mike: I've recently been assigned to track
impending local land use regulations and their potential
impacts on the permit processes at the PIC. In addition to
the Tree Preservation program, we are aware of at least five
new regulatory programs to be integrated into the existing PIC
processes in the next 18 months. To the degree that we know
how these programs will work, we will be able to prepare and
redesign our operations to help implement the new programs.
Marsha Miller, Keli Osborn and Dick Gassman have been
forwarding materials to me from the programs which involve new
regulations requiring PIC staff involvement in development
assistance, permitting and /or enforcement activities. I'm
asking for your help in two ways:
1) Some specific questions: Do you anticipate a change
in the way that the Tree preservation program is implemented?
That is, do you expect changes in the status quo? What
changes do you anticipate? When will those changes occur?
What role will the PIC staff play in the implementation? How
will our referral processes change? What are your current
plans for staffing? Will a staff person be assigned to
full -time duty at the PIC? Part -time? Will PIC staff continue
to screen building plans at intake and refer applicants to the
Urban Forester's office, or will OF staff be available to meet
with applicants at the PIC counter? What will be the role of
the Land Use and Loan (PW Engineering) Staff in the
implementation of the Tree Preservation program as you
envision it? The role of other PIC staff?
2) As we try to get a picture of how the Tree
Preservation program will be integrated into existing PIC
processes, please forward to me any implementation timelines,
program outlines or other information which you develop which
might be helpful
Thanks for any help you can give us,
Kevin
Page 2
