REPORTING OFFICER NARRATIVE <br />OCA <br />Eugene Police Department14-18303 <br />VictimOffenseDate / Time Reported <br />SocietyPOSSESS MARIJUANA LT 1 OZWed 10/22/2014 07:18 <br />THE INFORMATION BELOW IS CONFIDENTIAL - FOR USE BY AUTHORIZED PERSONNEL ONLY <br />Assisting Officer/ Officer Bremer, EPD <br />Cited/ McCumber, Joshua Harmen WM 03-03-2000 <br /> Cite# 698343; Criminal Trespass 2, Lane County Juvenile Court, TBS <br /> Cite# 698344; Possession Less Than 1 Ounce Marijuana, Lane County Juvenile Court, TBS <br />Evidence/ Sheet# 189985 mentho container with marijuana residue, plastic baggie with marijuana residue and two <br />inch fixed blade knife <br />Photos/ Photographs taken of evidence <br />Body Worn Video/ CEPDRBB 10-22-14 (Officer Bremer) <br /> *My Vievu Body Camera/Video was inoperable, Sgt Crompton has been notified. <br />Document Description/ 90 Day Park Restriction issued to McCumber and 30 Day Park Restriction Issued to Hughes <br />Source Of Activity: <br />On 10-22-14, at about 0718 hours, Officer Bremer and I were on bicycle patrol in uniform and displaying a badge. <br />Officer Observation and Investigation: <br />I observed a male stand up from a park bench at the south rock retaining wall in the East Park Blocks. He saw <br />Officer Bremer and I as we rode into the park. The male quickly stood up, put his hood up from his sweatshirt over <br />his head and walked away quickly, westbound, toward Oak Street. I suspected the male was probably restricted <br />from the parks because he was the only male out of several others that stood up and left the park. <br />I rode up to the male and saw that he appeared to be a minor. I stopped him and ordered him to sit down on the park <br />bench on the southwestern side of the East Park Blocks. I asked him old he was and if he was restricted from the <br />parks. He told me he was 14 years old and that he was restricted from the parks. He provided me with a copy of the <br />park restriction form that he was issued from Officer Bremer. I reviewed the park restriction and it read he was <br />restricted from 10-14-14 to 11-14-14, from all City of Eugene parks. <br />I asked him what his name was and he verbally told me it was; McCumber, Joshua Harmen, dob-030300. I <br />positively identified him by his local record and citation/park restriction he had on his person. <br />I conducted a records check on McCumber via dispatch. Dispatch advised McCumber had a current and valid park <br />restriction, from 10-14-14 to 11-14-14. <br />I asked McCumber if had weapons or illegal drugs on him. McCumber pulled out a knife from his sweatshirt pocket. <br />It was a silver 2" fixed blade knife. I asked him if he wanted me to have it destroyed and he told me I could. I took <br />the knife from him and lodged it at ECU (later) to be destroyed. McCumber provided me with a small zip lock <br />plastic baggie and mentho container and stated both contained marijuana but he didn`t have any more green <br />marijuana. I examined the container and plastic baggie and each had a tiny residue amount of green marijuana and <br />both had a strong odor of green marijuana inside. I seized those items and had them later lodged at ECU. I also <br />photographed the items.
