EUGENE GENEi Public Works
Maintenance
City of Eugene
1820 Roosevelt Boulevard
Eugene, Oregon 97402
(541) 682-4800
April 30, 1998
Lou Sinniger, Representative
Oregon AFSCME, Council 75
1174 Gateway Loop, Suite 112
Springfield, OR 97477
Dear Lou:
I apologize for not responding to your March 26, 1998, letter sooner. I am able to provide some
of the information you requested, as it is readily available and requires minimal resource to
produce. Attached are an Urban Forestry organizational chart and a couple of equipment lists.
As of this date, we have not contracted for any stump removal. We are currently evaluating
stump removal operations to determine costs. We have not used contractors for emergency
response, and our preference is to continue using in -house staff. We maintain active contractor
phone lists to use in the event that we cannot contact in -house staff for response.
City policy regarding this type of request is to bill for all costs related to research and for
copying. Payment must be received prior to proceeding, based on an estimate of the costs. Your
request for all contracts with private contractors that have been or could be provided by the tree
crew is a broad question that would likely require significant staff time for researching and
copying. We have several types of contracts that fit this broad request. Examples are tree
plantings related to a variety of capital improvement projects, contracts for providing street trees
in new development, tree removal contracts, street tree watering contracts, etc.
As an example, we currently have approximately 20 active contracts for providing street trees for
new developments. These contracts are agreements with developers and establish if the City or
the contractor is to perform the planting. Each of these contracts is 25 -50 pages long and
contains a planting plan. If the City is responsible for the planting, the projects will be bid out to
local contractors. We anticipate these projects would be let for bid this fall. Last winter we had
approximately 10 tree planting contracts to plant trees in association with infrastructure
improvement projects. These contracts were approximately 10 pages.
The cost for copying each plan is 5 dollars. The charge for copying each 8 `/2 x 11 page is 5
cents. The copy charges are in addition to the actual staff time to research the files, pull the
contracts, and perform the copying.
