We recommend that a task team to be formed to review <br /> recycling programs in the area and recommend whether a recycling program for <br /> COE is cost - effective. This task -team would look at not only firewood disposal, <br /> but the recycling of materials listed below. <br /> 2. Leaf Disposal /Compost. Included in task team review above. <br /> 3. City of Portland — Sunderlund Project included in task team review above. <br /> 4. Other cities plans included in task team review above. <br /> 5. ABND Bicycles — There is a program all ready in place, for details see Matt <br /> McRae <br /> 6. Recycle own cardboard included in task team review above. <br /> 7. Recycle electronics, oil, and road debris. Included in task team review above. <br /> 8. Renting out ABND sewer /storm lines. 1 believe this is illegal. <br /> 9. "Garage Sale" (Store) Research to see if it will be cost effective. <br /> 10. Selling city services. <br /> All city services are paid for with property taxes or a form of a user fee. Many of <br /> PW's services are "sold" in the sense that they are paid for with user fees. For <br /> example, the stormwater, and wastewater programs are paid for with 100% user <br /> fees. General fund activities, such as parks and natural area maintenance services <br /> are paid for with property tax revenues. Park maintenance services that result <br /> from a citizen renting a park facility is paid for with the park rental user fees. <br /> More information can be provided on the possibility of selling city services if you <br /> let us know what services you are concerned about. <br /> 11. Recycle old uniforms — shirts. <br /> Marketing <br /> 1. Partnering with business groups <br /> Adopt a path ADOPT -A -PATH PROGRAM: <br /> Purpose: <br /> PWE (Transportation Planning) program is to provide citizens of Eugene with an <br /> opportunity to contribute to the community by assisting the city with litter and vegetation <br /> control on Eugene's off street multi -use path system. Citizens or community service <br /> organization may adopt sections of the multi -path to help maintain and improve the <br /> appearance of the paths by removing vegetation, monitoring the path for needed repairs <br /> or maintenance, and picking up litter and debris. <br /> Program: <br /> Multi -Use Paths are currently broken into 37 sections. Groups enter into an <br /> Adoption Agreement to provide four work parties a year however, some groups do more <br /> and some do less. PWE staff currently administer the program and POS staff (Volunteer <br /> Programs) work with the groups to check out and supply the necessary equipment such as <br /> park patrols, buckets, garbage bag, gloves, city liability form, sharps container ect. <br /> Currently there is a discussion to transfer the program out to POS Volunteer Programs. <br /> Other Information: <br /> 13 <br />
