r <br />OBNOXIOUS VEGETATION ABATEMENT <br />December 6, 1982 <br />Page 2 <br />2. Jeff Hale has confirmed that his crews will address all tree mainten- <br />ance required of trees rooting within the public right -of -way. These <br />are City -owned trees. Tree - problem rooting on private property shall <br />still be HCC responsibility for addressing. <br />3. Domestic shrubs or vegetation rooting in the street right -of -way <br />(parking strip) is the respons.ibility of the property owner by code. <br />When maintenance is needed, the department (Parks, HCC, Public Works) <br />taking the complaint or noting the problem should send the responsible <br />property owner a standard HCC "Courtesy Notice." That department <br />would also be responsible for a follow -up inspection in ten days. If <br />compliance is not met at that time, that same department should fill <br />out a standard HCC "Grass and Weed Mowing Charge" form and forward it <br />to the HCC Code Enforcement Section in care of Ray Willard. This will <br />serve as notification to HCC that compliance has not been met and <br />serve as your cue to have your contractor perform the work and then <br />bill the property owner accordingly. This complete follow -up seems to <br />be where we have frequently failed in the past. It seems that many <br />times original notifications have been sent out but when the property <br />owner fails to comply, nothing else has happened. I must again <br />emphasize that in order to have an effective program, we must follow <br />all the way through. Alleys would still be the sole responsibility of <br />HCC, as we have previously agreed. <br />4. HCC will continue to handle all vegetation problems where the rooting <br />source is from private property. <br />During our previous meetings, you have indicated that inspection workload is one <br />of the principle reasons follow -up action has been lacking. By having Parks and <br />Public Works originate the initial inspection and notification when the problem <br />source is in the right -of -way of streets, your inspection workload should be <br />reduced. You have previously indicated that the contractual work and the <br />billing is not a problem. I hope these procedures are agreeable to you since <br />they should aid the City in better serving the public in eliminating the <br />vegetation problems that we all encounter.
