Medlin, Maintenance Support Manager <br />SUBJECT: VEGETATION ABATEMENT RATES <br />1820 Roosevelt Boulevard <br />Eugene, Oregon 97402 <br />(503) 687 -5220 <br />Sections 6.090 and 6.523 of the Municipal Code for the City of Eugene provides <br />for the City to be reimbursed, through charges to the property owner, for <br />expenses incurred in the city abatement of obnoxious vegetation or nuisance <br />vegetation as defined in either Section 6.101 or 6.515 of the code. <br />Past practice has been to charge the property owner $75.00 for the first hour <br />the city's vegetation contractor spent upon the abatement and $40.00 for each <br />additional hour. These rates were used on both the developed and the unde- <br />veloped parcel abatements. It was the intent for these charges to recover <br />both the city's payment to the contractor as well as the city's internal costs <br />for the abatement. Late last year an appeal brought before the City's <br />Hearings Official resulted in this methodology being declared unsatisfactory <br />for abatement billings. <br />A rates study has since been conducted with review and subsequent approval by <br />the City Attorneys Office. This study showed we are not recovering our costs <br />for vegetation abatement activities and that in some situations the current <br />charge structure is unrealistic and the expenses incurred were dispropor- <br />tionate between developed and undeveloped parcel abatements. Therefore, I am <br />proposing that we change the charge format and adjust the charges to more <br />accurately recover our costs.
