This
was done in a similar situation (Centennial Blvd.) where we took over a
street from the County in which they were mowing by County forces and we
needed to transition it into our policy framework. The specific area in
question was the area immediately west of the entrance into Chevy Chase on
the south side of Centennial.
The logic for establishing thirty feet was this: We have approximately four
miles worth of undeveloped dedicated R /W. We have for years been telling
the property owners that abut these properties that they were responsible
for vegetation control un to the centerline of the street. With these R /Ws
typically being sixty feet, each property owner was responsible for half of
that (thirty feet). Therefore, the thought was that in cases where we had
odd R/W widths we needed to require the property owners to maintain the
first thirty feet closest to their properties to be consistent with the
above situation. In other words, it wouldn't be fair to require less of
abutting property owners in other cases than we did on the undeveloped R /Ws.
I don't think this got written down in the policy manual. I suspect the
revision and the development of the policy came close to the same time. I
guess this is something we need to address in the next policy manual
revision.
Come to think of it, we have other changes in policies to add as well. What
we are doing about designated wetlands needs to be documented as well when
we get the chance.
In any case, I hope the above was helpful. Johnny
