laz <br />With these administrative costs included, we can see some minor changes in the <br />various percentages derived from our previous breakdown of the program's <br />operating costs. Personal services now accounts for 79.9 % of the program's <br />total cost versus the 77.9 % it accounted for of the program's operating <br />costs. Likewise, services and materials now accounts for only 20.1 % of the <br />program's total costs, down from the 22.1 % it accounted for of the program's <br />operating costs. The most significant change evident from the addition of <br />administrative costs, besides the actual dollar amounts, is the percentage <br />increase of total personal services costs accounted for in City property <br />management. Personal services for the management of City property rose from <br />8.7 % of program operations costs to 14.1 % of total program costs. This <br />increase changes the ratio of personal services versus service and materials <br />costs for City property management so that it is no longer similar to those <br />for either of the private property management categories. <br />Total program costs for management of developed property accounted for $15,311 <br />during the 1989 calendar year. When multiplied by the Maintenance Division's <br />overhead rate of 32.8 %, we get a calculated overhead cost of $5,022. Added <br />to the $15,311 in direct costs, we get a total of $20,033 incurred by the City <br />in the total overall administration of the developed property management part <br />of the program. With only 22 developed property abatements performed during <br />this field season, the overall per abatement cost for this part of the program <br />is $910.59. <br />Total program costs for management of undeveloped property accounted for <br />$16,732 during the 1989 calendar year. When multiplied by the Maintenance <br />Division's overhead rate of 32.8 %, we get a calculated overhead cost of <br />$5,488. Added to the $16,732 in direct costs, we get a total of $22,220 <br />incurred by the City in the total overall administration of the undeveloped <br />property management part of the program. With 139 undeveloped property <br />abatements performed during this field season, the overall per abatement cost <br />for this part of the program is $159.86. <br />Total program costs for management of City property amounted to $4,562 during <br />the 1989 calendar year. When multiplied by the Maintenance Division's <br />overhead rate of 32.8 %, we get a calculated overhead cost of $1,496. Added <br />to the $4,562 in direct costs, we get a total of $6,058 incurred by the City <br />in the total overall administration of the City owned property management part <br />of the program. With a total of 85 abatements (separate work orders) of City <br />owned property performed during the 1989 calendar year, the overall per <br />abatement (work order) cost for this part of the program is $71.27. As was <br />mentioned previously, this figure does not actually represent the cost per lot <br />for management of City property.
