From this operations cost breakdown we can see that of the total $32,024 spent <br />on program operations, the lion's share, $24,960, was expended on personal <br />services costs. This equates to 77.9 % of total program operations expenses. <br />Only $7,064, which is 22.1 % of total program operations, was expended on <br />services and materials. Although management category percentages of the total <br />personal services costs are not exactly the same as the management category <br />percentages of the total services and materials costs, they do not show any <br />large discrepancies. This indicates that all 3 management categories maintain <br />very similar ratios between operations time spent and services and materials <br />purchased. <br />Daily operations costs for management of developed property accounted for <br />$13,803 during the 1989 calendar year. When multiplied by the Maintenance <br />Division's overhead rate of 32.8 %, we get a calculated overhead cost of <br />$4,527. Added to the $13,803 in direct operating costs, we get a total of <br />$18,330 incurred by the City in operating the developed property management <br />part of the program. Since there was only a total of 22 actual developed <br />property abatements during this field season, the per abatement operations <br />cost for this part of the program is a whopping $833.18. <br />Daily operations costs for management of undeveloped property accounted for <br />$15,635 during the 1989 calendar year. When multiplied by the Maintenance <br />Division's overhead rate of 32.8 %, we get a calculated overhead cost of <br />$5,128. Added to the $15,635 in direct operating costs, we get a total of <br />$20,763 incurred by the City in operating the undeveloped property management <br />part of the program. Since there was a total of 139 undeveloped property <br />abatements during this field season, the per abatement operations cost for <br />this part of the program is $149.37. <br />Operations costs incurred for management of City property amounted to $2,586 <br />during the 1989 calendar year. When multiplied by the Maintenance Division's <br />overhead rate of 32.8 %, we get a calculated overhead cost of $848. Added to <br />the $2,586 in direct operating costs, we get a total of $3,434 incurred by the <br />City in operating the City owned property management part of the program. <br />Since there was a total of 85 abatements (separate work orders) of City owned <br />property during the 1989 calendar year, the per abatement (work order) <br />operations cost for this part of the program is $40.40. As was mentioned <br />previously, this figure does not actually represent the cost per lot for <br />management of City property. When divided by the average of 7.2 parcels of <br />City property dealt with during each abatement, we get an operations cost of <br />$5.61 per parcel for management of City property. <br />III.
