EUGENE Public Works
Maintenance
May 4, 1990 1820 Roosevelt Boulevard
Eugene, Oregon 97402
(503) 687 -5220
TO: Mike Gleason, City Manager
FROM: J.R. Medlin, Maintenance Support Manager
SUBJECT: VEGETATION ABATEMENT RATES
Sections 6.090 and 6.523 of the Municipal Code for the City of Eugene provides
for the City to be reimbursed, through charges to the property owner, for
expenses incurred in the city abatement of obnoxious vegetation or nuisance
vegetation as defined in either Section 6.101 or 6.515 of the code.
Past practice has been to charge the property owner $75.00 for the first hour
the city's vegetation contractor spent upon the abatement and $40.00 for each
additional hour. These rates were used on both the developed and the unde-
veloped parcel abatements. It was the intent for these charges to recover
both the city's payment to the contractor as well as the city's internal costs
for the abatement. Late last year an appeal brought before the City's
Hearings Official resulted in this methodology being declared unsatisfactory
for abatement billings.
A rates study has since been conducted with review and subsequent approval by
the City Attorneys Office. This study showed we are not recovering our costs
for vegetation abatement activities and that in some situations the current
charge structure is unrealistic and the expenses incurred were dispropor-
tionate between developed and undeveloped parcel abatements. Therefore, I am
proposing that we change the charge format and adjust the charges to more
accurately recover our costs. This change in structure will allow separate
rates for developed and undeveloped parcels based on the following formula:
Public Works Maintenance Abatement Expense
+ Actual Billing by Abatement Contractor
+ Finance Division Accounts Receivable Expense
TOTAL CHARGE TO PROPERTY OWNER
The new rates for abatements as shown by the rates study are proposed to be:
Parcel PW Maint. Finance City TOTAL BILLING TO THE
Type Expenses Expenses Costs PROPERTY OWNER
Developed $ 106.31 + $ 26.20 = $ 132.51 $ 132.51 + Contractor's Cost
Undeveloped $ 90.60 + $ 26.20 = $ 116.80 $ 116.80 + Contractor's Cost
Please sign upon the space provided below and return prior to May 15, 1990 if
you wish to implement this rate adjustment.
O
• A e•: in, C1a e r Date
