CITY OWNED PROPERTY
From the data supplied by Table VI we have determined the typical activity
costs of a City owned property abatement to be $28.42. However, as previously
shown, this equates to only $3.95 per parcel of property due to the efficient
way in which City property is maintained. Multiplied by the Division's
overhead rate this latter figure yields an overhead cost of $1.30 which, when
added to this typical abatement cost per parcel, shows a total activity cost
of $5.25 per City owned parcel that was abated. The calculated administration
cost per each parcel of inspected and abated City property is only $.71. When
multiplied by the overhead rate this administration figure yields an overhead
cost of $.23 which, when added to the calculated administration cost, shows a
total administration cost of $.94 per City owned parcel that was abated.
Added to the total activity related cost of $5.25 for each such parcel abated,
we get $6.19 in total costs incurred by the City's Vegetation Management
Program in the abatement of vegetation nuisances on its own property.
SUMMARY
To summarize the previously calculated data we can see that the management
category dealing with developed property nuisances accounts for 56.0 % of the
program's total operations time, over 43 % of total operations expenditures,
has a typical abatement cost (including overhead) of a little over $106, and a
per inspection cost of over $36 for those properties that did not require City
performed abatements.
The management category dealing with the abatement of undeveloped property
nuisances accounts for almost 37 % of the program's total operations time,
almost 49 % of total operations expenditures, has a typical abatement cost
(including overhead) of almost $91, and a per inspection cost of almost $2.00
for those properties that did not require City performed abatements.
The management category dealing with City owned property accounts for just
over 7 % of the program's total operations time, just under 8 % of total
operations expenditures, and has a typical abatement cost of just over $6. per
City owned parcel.
The following 2 tables will illustrate the categorical separation of the
various program costs that have been documented throughout this analysis.
The first table (Table IX) will illustrate the overhead rate adjusted activity
costs incurred by the Vegetation Management Program in both a typical full
term abatement and the investigation of properties or complaints that did not
require abatement by the City. The second table (Table X) will look at the
separation of costs incurred by this program after the overhead adjusted
administration costs have been included. These 2 tables provide an accurate
summary of the costs incurred by the City's Vegetation Management Program in
our efforts to successfully resolve all the various complaints and vegetation
nuisances that were brought to our attention during calendar year 1989.
Vegetation Program
Cost Analysis 18
