ACTIVITY COSTS PER INSPECTED & NONABATED PROPERTY
In the previous 2 sections we have calculated total 1989 program operations
costs, 1989 program administration costs, and typical activity costs involved
in a typical full term abatement incurred by the City's Vegetation Management
Program in each of the program's management categories (Tables IV thru VIII).
If we multiply the activity costs for each full term abatement in both the
developed and undeveloped property categories (calculated from Tables VI &
VII) by the number of such abatements, we get the total activity costs
incurred by the Vegetation Management Program in the actual physical abatement
of vegetation nuisances. When these full term abatement costs are subtracted
from each category's 1989 operations costs, the resultant figures show the
program costs incurred in processing those complaints and inspecting those
properties that did not result in a City performed abatement.
DEVELOPED PROPERTY
During calendar year 1989 the City performed 22 developed property abatements
at a typical cost of $74.38 per abatement. This equates to $1,636.36 of the
annual activity costs of the developed property management category. When
this figure is subtracted from the total operations costs of $13,931 (from
Table IV) we show $12,294.64 in program operations activity costs incurred in
processing nuisance complaints that did not require abatement by the City. If
we divide this amount by the total of 564 such complaints (from Table II) we
show that, on the average, $21.80 was incurred by the City's Vegetation
Management Program in the resolution of each developed property vegetation
complaint received.
UNDEVELOPED PROPERTY
During calendar year 1989 the City performed 139 abatements on undeveloped
property at a typical cost of $67.85 per abatement. Multiplied out, this
equates to $9,431.15 of the annual operations activity costs of the un-
developed property management category. When this figure is subtracted from
the total operations activity cost of $15,648 (from Table IV) we are left with
$6,216.85 in operations activity costs incurred in processing nuisance
complaints that did not require abatement by the City or conducting the
systematic inspection of all undeveloped properties within the City. If we
divide this amount by the total of 5784 privately owned undeveloped properties
that did not require abatement by the City we show that, on the average,
$1.07 was incurred by the City's Vegetation Management Program per undeveloped
property in the systematic inspection of undeveloped property that did not
require City abatement.
5 Lane Council of Governments data, as of 1/1/89, show 5923 non City
owned undeveloped properties within the City limits. Of these, 139 required
City performed abatements leaving 5,784 that did not require City abatement.
Vegetation Program
Cost Analysis 15
