CITY OF EUGENE
INTER - DEPARTMENTAL MEMORANDUM
CITY ATTORNEY — CIVIL DEPARTMENT
To: J. R. Medlin (APR 1 2 31991 Date: April 26, 1990
( r
Subject: Vegetation Abatement Rates
We have reviewed the Vegetation Management Program Cost
Analysis that you submitted, and we find it entirely adequate to
support the rate structure that you have recommended to the City
Manager.
The origin of this review was the decision by a hearings
officer that the previous rates were not supported by a
demonstrated connection between the program costs and the rates.
Your extensive analysis fully supports the rates you recommend.
As we have discussed on the telephone, your selection of the
year 1989 as the base year for your calculations can be
documented as an average or normal year. This will complete the
picture by showing that these rates are not distorted by the
selection of an unusual year.
The use of this report should put an end to challenges to
the rate structure for some time.
If you have any questions on this matter, please contact us.
HARRANG, LONG, WATKINSON,
ARNOLD & LAIRD, P.C.
Y id
Milo R.
