field, and soccer fields. <br /> Cal Young Middle School: There will be a new skateboard park, basketball <br /> court, and neighborhood playground at Cal Young, along with the existing <br /> facilities. <br /> South Eugene and North Eugene High School: The work at these two <br /> campuses will be limited to construction of the multi-use athletic facilities, both <br /> within the track. <br /> User Committee: A committee composed of school district and city staff and <br /> appropriate community representation would govern the use of all five <br /> facilities to ensure that they can be used widely by members of the community. <br /> Intergovernmental Agreement:: If the concept is approved by both the city <br /> council and the school board, we will develop an intergovernmental agreement <br /> to plan and implement the program. <br /> Fundraising: This proposal will require the school district to raise an <br /> additional $1,070,953 to complete the full project. We believe we will be able to <br /> work with boosters to obtain these funds in a number of ways including cash <br /> and in -kind donations. We also may be able to achieve savings that may be <br /> obtained from bidding a large number of fields, bleachers, and lighting <br /> systems. We would move forward with our construction of the fields and <br /> youth parks and add bleachers and lights as funds become available. <br /> 3. Community Input: We have carried on two kinds of meeting with the <br /> community and neighborhood groups. As we planned the Churchill, Sheldon, <br /> and Cal Young Youth Sports Parks we had community planning sessions, <br /> called charettes. Each of the sessions included open houses in which the public <br /> were able to view plans and other information about the parks. A facilitated <br /> discussion followed each of the open houses. <br /> District staff also met twice with the Churchill Neighbors, several times with <br /> the Cal Young Neighbors, and with representatives of the Amazon Neighbors, <br /> and the River Road and Santa Clara Neighbors. The Churchill Neighbors have <br /> endorsed the construction of an athletic facility at Churchill High School, but <br /> does not support the construction of a single district facility at that site. The <br /> Amazon, River Road, and Santa Clara representatives expressed support of the <br /> projects at North and South. <br /> Some Cal Young Neighbors, especially those located on Norwood and <br /> Jeppesen Acres continue to have concerns about construction of the fields. <br /> Those that are concerned have been frustrated for many years because <br /> members of the public park on Norwood to attend both district and <br /> community sponsored youth activities on the Sheldon fields, because traffic <br /> from Meadowlark moves through the neighborhood, and because some <br /> Sheldon students park on Jeppesen Acres and adjoining streets, speed, and are <br /> not respectful of the neighbors. We have implemented several strategies to <br /> help deal with the neighbors' concerns, and have offered to implement others <br /> that we believe would go a long way in helping solve the problem, including <br /> building fences that force traffic onto the Sheldon campus, A list of strategies <br />
