1. Receive a Report on the Siting of Athletic Facilities (Item for Action at a Future
Meeting)
I anticipate that on July 1, I will be recommending that the district enter into a
partnership with the City of Eugene that would result in the placement of a multi-
use athletic facility with synthetic turfs at each of our high schools and youth
sports parks at Churchill High School, Sheldon High School, and Cal Young
Middle School. The partnership, if approved, would result in a significant increase
in the number of fields available to the community, especially youth, and
dramatically increase the amount of available field time. This partnership is
possible if the district and the city share resources available from the district's
critical needs bond and the city's park and open space bond and if they enter into a
use agreement that governs the use of the facilities at all four high schools and Cal
Young Middle School.
We have been meeting with the City of Eugene since February to determine how
we might work together and share resources. As a result of those meetings staff
from the city and district have developed a joint proposal that both the school
board and city council will receive on June 16.
I have provided some background information and more detail on the proposal
below.
1. Background
On November 3, 1998, the voters approved the school district's $12.2 million
bond request. While the major purpose of the bond will be to deal with critical
building needs and security, $3.5 million was set aside for the construction of
one or more multi-use athletic fields that would be available for both school
and community sports activities. We asked the voters to approve the $3.5
million for the construction of multi -use fields because the university had told
us that starting in the fall of 2000, our high school varsity football teams would
no longer be able to play their games at Autzen Stadium.
Each high school has expressed an interest in having a "home "field on which
to play their varsity football and soccer games, like most other high schools in
the state do. However, developing four fields with bleachers and related
facilities will cost substantially more than $3.5 million. We know that we can
construct a single facility for this amount of money.
On October 21, 1998, you determined that if the district is going to construct a
single multi-use facility that would be used by all four high schools, it would
be located on district property that is located between Kennedy Middle School
and Churchill High School. However, you also directed staff to work with the
athletic directors of each of the high schools to develop a plan for the
construction of of a field at each high school within the hinds available, and
with support that may be generated from the community.
A committee of district staff, athletic directors, and high school principals
began working right after the election to determine what should be included in
a four -field option and what the cost would be. A parent from each of the high
schools, and a representative from the city and Kidsports joined the committee
to review the plans and discuss possibilities for raising additional funds.
