s - , <br /> • <br /> STATEMENT OF POLICY <br /> The Joint Acquisition, Development <br /> and Maintenance of School Park Areas <br /> by the City of Eugene and School <br /> District No. 52, Lane County, Oregon <br /> WHEREAS, it is in the public interest to maximize the use of both park and <br /> school facilities, and <br /> WHEREAS, there is considerable overlapping of interest in the operation of <br /> these facilities by the City and the District, <br /> WHEREAS; there has been an occasional development of School playground <br /> and city park areas as a joint operation by the City and the school district, <br /> and <br /> WHEREAS, Oregon Revised Statutes, Section 190.010, to Section 190.040, <br /> recognize and authorize local governments, including school districts, to make <br /> agreements for joint performance of functions. <br /> It shall be the policy of the City and the District to cooperate in the <br /> acquisition, development, planning and operation of integrated School -Park sites, <br /> and the operation of separate facilities where these already exist, subject to the <br /> conditions and regulations of the local budget laws. <br /> I. ACQUISITION <br /> 1. The City and the District will locate new park and school facilities <br /> as centrally as possible in the neighborhoods as defined in the 1990 <br /> Development Plan of the Eugene - Springfield Metropolitan Area. <br /> 2. Neither the City or the District will purchase additional land without <br /> conferring with the other agency as to its needs in the area of the land <br /> being acquired. <br /> 3. —bath a park and school are needed in a neighborhood, every effort will <br /> he made by the City and the District to acquire sufficient land for the <br /> dppropriJte ntuorated use.
