Torrey, Mayor <br /> City of Eugene <br /> 777 Pearl Street, Room 105 <br /> Eugene, OR 97401 <br /> Dear Mr. Torrey; <br /> The City of Eugene and Eugene School District 4 -J are committed to construct Parks and Open Spaces and a Multi -Use <br /> Athletic Field on City owned land and the adjoining Sheldon High School Athletic Fields. Presently there is a shortage of <br /> automobile parking spaces. The proposed construction will magnify the shortage of automobile parking spaces. <br /> Design has not provided parking to accommodate the proposed City construction of a park between the Sheldon <br /> Community Center and the tennis courts. The Sheldon Community Center parking spaces are reserved for the users of <br /> the swimming pool and the children day care facilities. In addition, the proposed Residential Permit Parking Program <br /> will discourage parking on the west and north sides of the Sheldon Athletic Fields. <br /> To solve this problem, I recommend the following. The City owns a strip of land bordered by Willakenzie Road on the <br /> east, the new fire station on the north and Sheldon Athletic Fields on the west, see enclosed drawing. Kids Sports, <br /> AYSO, City Baseball Leagues and the Eugene School District 4 -J presently use the athletic fields. The City owned strip <br /> of land described above is unused Construction of angle parking on this land will provide nearly 50 full size car <br /> parking spaces. I recommend the west/south bound lane of Willakenzie Road provide one way access and egress. <br /> This would prevent any cross -lane traffic on Willakenzie Road <br /> This new parking will allow daytime use of the proposed park picnic facilities and the athletic fields without impacting <br /> the Community Center and Sheldon High School parking facilities. <br /> The Sheldon Athletic Fields and trails are used by the community from approximately 06:30 AM until 11:30 PM. In <br /> addition to the more organized sports of soccer, football, softball and baseball, people walk, jog, exercise their dogs, bike, <br /> fly kites, throw Frisbees, golf, fly model airplanes, play tennis, launch rockets, play basketball and make figure eights in <br /> the fields with their cars. <br /> On September 29, 1999, I circulated a report prepared by Branch Engineering titled "TRAFFIC OPERATIONS <br /> ANALYSIS FOR SHELDON HIGH SCHOOL ", and dated July 1998. The report recommends construction of additional <br /> parking spaces on the Sheldon High School campus that will solve the parking concerns on Jeppesen Acres Road created <br /> by Sheldon High School student drivers that are forced to park off campus. I understand this report is being studied at <br /> this time. <br /> Sincerely, <br /> Arnold L.
