T have enclosed a copy of the circular which <br /> describes the Parks Sr Open Space Bond Measure park development and acquisition oomponents, <br /> including: . <br /> • Projects providing services to all of Eugene, such as the Youth Sports Parks, improvements to <br /> Amazon Pool, and development of a new community park in the Bethel neighborhood; <br /> ▪ Upgrade of existing sports fields at schools throughout both the 4j and Bethel School Districts; <br /> - Development of neighborhood parks on currently owned city property; <br /> • Acquisition of land for future neighborhood and community parks; and <br /> • Acquisition of open space to expand the Ridgeline Park system_ <br /> The impetus behind the Youth Sports Park concept evolved through a larger community effort to provide <br /> high - quality. diverse ration oppoa1unitiea for Eugene area youth. The projects were a high priority <br /> element of the Mayor's Parks & Open Space Committee recommendations. Following, passage of 4j's <br /> facilities bond measure. the two agencies began discussion of how these projects might be combined to <br /> prov ide community access and efficiently utilize limited public resources. <br /> The City's contribution towards the development of multi -use athletic fields in partnership with 4j is part <br /> of the S11.75 million dedicated to the development of community -level facilities_ Out of this allocation, <br /> 34 million was specifically earmarked for Youth Sports Parks such as the prototype illustrated on the <br /> back of the circular. The project does not impact the funding levels for other Bond Measure projects, <br /> such as neighborhood park development and land acquisition. <br /> The level of support for neighborhood -based high aclwol spurts fields is high. By partnering with the • <br /> School District on this project, the City was able to ensure community access to these four fields, and to <br /> expand the possibilities of the Youth Sports Parks to include all - weather sports fields. Future public . <br /> workshop are planned for each of the proposed Youth Sports Perks.
