Parks, Facilities, Staffing & Budgeting Benchmarking Report for ORPA <br /> Parks, Facilities, Staffing and Budgeting <br /> Benchmarking and Best Practices Survey <br /> The Oregon Recreation and Park Association conducted a "Parks, Facilities, Staffing, and <br /> Budgeting Benchmarking" survey of parks and recreation organizations in the State of Oregon <br /> during calendar year 2006. The survey was administered with the assistance of Leisure Vision. <br /> Leisure Vision is a division of ETC Institute that specializes in parks and recreation related <br /> research. <br /> Purpose <br /> The Parks, Facilities, Staffing and Budgeting" survey was designed to gather data about the <br /> following areas: <br /> • • Park types, total acres and total park acres per 1,000 residents <br /> • • Trail types, total miles of trails, and total miles of trails per 1,000 residents <br /> • • Outdoor facility types and numbers of facilities per 1,000 residents <br /> • • Indoor facility types and numbers of facilities per 1,000 residents <br /> • • Annual budgets, budgets per 1,000 residents, percent of budget for staffing and <br /> supported through fees and charges and taxes <br /> • • Types of cooperative use agreements for the acquisition, funding and use of <br /> facilities <br /> • • Capital budgets, budgets per 1,000 residents, percent of capital budget for open <br /> space acquisition, maintenance of existing facilities and development of new <br /> facilities <br /> • • Sources of funding for capital projects <br /> Methodology <br /> Surveys were mailed to over 116 different parks and recreation organizations throughout the <br /> State of Oregon. The surveys were mailed with a stamped envelope returnable to Leisure <br /> Vision/ETC Institute. Three (3) additional e-mail reminders were sent to those organizations that <br /> had not responded to the initial mailing. A total of 39 organizations completed the survey. The <br /> overall response rate was 34 %. A full- listing of all the agencies that participated in the <br /> benchmarking survey appears at the end of the report, including the name of the community, the <br /> population of the community (or its major service area) and its population shown as per 1,000 <br /> population. <br /> Leisure Vision 1 <br />
