Public Works Maintenance
EUGENE Fleet & Radio Communication
Services
City of Eugene
Public Works Maintenance
1820 Roosevelt
MEMORANDUM Eugene, 41 Oregon 97402-4160
68
541 682 -4865
(541) 682 -4869 FAX
Date: March 24, 2010
To: Tony Jobanek (Fleet & Radio Communications Manager)
From: Keith Nicolson (Fleet & Radio Communications Technical Supervisor)
Subject: Narrow -Band or Digital plus Trunking Analysis
Overview
The Federal Communications Commission (FCC) has mandated that all Educational, Industrial,
Public Safety, and State and Local Government agencies using VHF (150 -174 MHz) and UHF
(421 -512 MHz) and PLMR (Private Land Mobile Radio) system licensees convert from what has
been known as "wide- band" (25 KHz) operation to "narrow- band" (12.5 KHz or equivalent)
operation by January 1, 2013. Currently the City of Eugene Public Works department has
approximately 153 pieces of equipment falling into this category that need to be updated. In
addition the FCC plan calls for all VHF and UHF radio systems to be capable of operating at 6.25
kHz after 2018. The 2018 change to digital would require the change of 298 pieces of equipment.
At the 2018 channel spacing, analog radios will not function effectively and can only be
performed using digital radios.
Decision points
There are three options that the department will need to consider:
1) Upgrade our existing 153 pieces of Public Works equipment to meet the 2013 narrow
banding regulation.
2) Upgrade the existing 298 pieces of equipment so that it will not only meet the 2013
requirement but also the upcoming 2018 changes. In order to meet the 2018 requirement we
will need to go digital.
➢ By 2013 all frequencies below 512 MHZ will need to be at 12.5 KHZ Deviation
➢ By 2018 all frequencies below 512 MHZ will need to be at 6.25 KHZ Deviation
3) Upgrade all of our 298 pieces of equipment so that we not only meet all of the upcoming
changes through 2018 but also become trunking capable. This will enable us to be fully
interoperable with public safety agencies in Lane County that are currently on the trunking
system.
