"Cheap" public grounds are no <br /> bargain. <br /> REALISM IS THE KEY <br /> A saying that came to our attention some time ago is relevant to this dis- <br /> cussion and summarizes our thoughts well <br /> "The idealist says the short run doesn't count. <br /> The cynic says the long run doesn't matter. <br /> The realist knows that what is done or left undone <br /> in the short run, determines the long run." <br /> Our successful public agency integrated pest management program was built <br /> using a realistic approach that has gained broad -based community support <br /> and enabled us to succeed where others have been less successful or failed. <br /> By "building- down ", staff training and involvement, the use of low cost <br /> expert assistance and stressing maintainable construction and design we have <br /> earned a reputation as a leader in this field without benefit of special or <br /> supplemental funding during a period paralleled by cutbacks and tight budg- <br /> ets. It is our hope that other agencies and communities can share in this <br /> success.
