A number of <br /> you asked for information about what took place in the park last year that precipitated these new rules and procedures. <br /> Here is a brief summary, provided to us by the City's Animal Control Officer, who cited a number of in -water dog training <br /> permit holders in Golden Gardens Park for: <br /> • Using their in -water dog training permit as a pass to run their dogs off leash in the park, not associated with in- <br /> water training activities. <br /> • Training unlicensed dogs in the park. <br /> • Having more than 2 dogs off leash at one time. <br /> In one incident a person with an in -water dog training permit allowed one of their off-leash dogs to physically attack a <br /> park user, and in another case a permit holder was cited for not having their permit. <br /> We understand that these incidents involved a relatively small number of our permit holders, but they raised issues with <br /> enforcement of park rules that apply to all park users, and created conditions that jeopardized the safety and enjoyment <br /> of other park users. Working with Eugene Animal Services staff, we concluded that additional rules were needed to <br /> ensure that this long- standing use of this area can continue safely with other park uses and users. Many people now <br /> walk their dogs in Golden Gardens park, and in order to provide for the safety of all park users and their dogs, the <br /> requirement of licensing and rabies vaccination is needed.
