He did not claim responsibility for the tracks <br /> through the middle of the preserve. He didn't <br /> feel a meeting at the site was needed, and assured <br /> John that the remaining work could be accomplished <br /> from the trail surface. John recalls Hal <br /> conveying this same concern to Larry more than <br /> once by phone. <br /> 1/9/95 I took a Voice Mail message from Larry Norris, <br /> where he apologized for any trouble that would <br /> result from their having to dig up with a backhoe <br /> an area in which the conduit had pulled apart <br /> during the plowing operation. He expected <br /> that we would be getting some calls on this. <br /> Five staff (myself, John Weber, Johnny Medlin, <br /> Jack Long, and Louis Kroeck), following a brief <br /> meeting to review how we got to this point and <br /> discuss corrective measures, made a site <br /> inspection. The area along the north edge of the <br /> lomatium preserve showed signs of tractor movement <br /> and soil having been excavated out of a trench and <br /> not completely replaced. The breadth of this area <br /> of disturbance is estimated to be 40 feet out from <br /> the edge of trail at one point. It was apparent <br /> that the most of the damage and inability to <br /> completely recoup the excavated material was due <br /> to the wet soil condition. There was also <br /> evidence of new backhoe work between the panel <br /> location and the location for a proposed conduit <br /> to be pushed under Amazon Parkway. <br /> Following our inspection it was determined that we <br /> not allow further work, that we document activity <br /> to date, that we contact the regulatory agencies <br /> informing them of our predicament, our willingness <br /> to mitigate for damage done, and seek their advice <br /> approval before performing mitigating measures. <br /> I left a phone message with Larry Norris of my <br /> need to discuss the problems with him, and did <br /> contact Tony Koth, the electrician, who is 2nd <br /> in command on this project, to advise him of the <br /> required shut -down until we can develop plans and <br /> obtain approvals to proceed in good order. <br /> 1/10/95 Larry Norris called. I explained our decision to <br /> have work cease, pending getting approval on <br /> corrective actions on damage done, and approval or <br /> permits for any remaining excavation. His <br /> response was that the excavation was done, except <br /> for the street crossing. The project could be <br /> finished in two weeks. He expressed hope that <br /> at least a pole for overhead service could be set, <br />
