❑ Adidas running trail relocation (not constructed) <br />❑ Additional tennis courts (4) (not constructed) <br />❑ Adidas running trail lighting (constructed) <br />The purpose of the current planning process is not to develop an entirely new master plan. <br />However, it does provide an excellent opportunity to update the existing plan and make <br />refinements as needed. <br />Current Thinking <br />Current issues were discussed which will inform the planning process. These issues include: <br />❑ Bond Measure Projects- Funding for improvements is available from the parks and open <br />space bond measure, passed by Eugene voters in 1998. The public process, which <br />included community meetings and a Mayor's Committee, formulated the parks and open <br />space bond measure project list. This list identified a need of "2 lighted ballfields and <br />parking" at Amazon Park. It has since been determined that soil conditions cannot tolerate <br />the amount of play that a lighted field would generate. While lighting is no longer being <br />considered, there remains a strong need for additional ballfields in the community. <br />❑ Parking- There is a current parking shortage during certain busy times of the year <br />(approximately 9 weeks) due to the popularity of Amazon Pool. To address the shortage, an <br />overflow parking area has been utilized in the unimproved turf area behind the Hilyard <br />Community Center. While this is an allowed use based on the 1994 Master Plan, a long- <br />term solution is sought through this planning process. Construction of a new paved parking <br />area within the current park boundary is not supported by staff or by a majority of <br />stakeholders. <br />A number of community members asked questions regarding these current issues. The <br />questions and answers as addressed at the workshop are summarized below: <br />Q. What would the channel enhancements look like? <br />A. The proposed enhancements have not been designed in any detail. Conceptually, it would <br />include a widening of the corridor in areas to allow the creek to meander and planting additional <br />native vegetation. Additionally, the City is working with the Army Corps of Engineers on a <br />comprehensive study and funding program to support creek enhancements city -wide. <br />Q. What are the access issues —has this issue been studied? <br />A. Pedestrian and bicycle access to the park is limited, particularly along the east and west <br />boundaries. A crosswalk was installed mid -block on Hilyard Street, but may not be located in <br />the most appropriate place. Additional coordination with the Transportation Division will be <br />undertaken. <br />Q. What is the funding available? <br />A. Approximately $500, 000 from the Parks and Open Space bond measure has been <br />earmarked for ballfields and other improvements at Amazon. <br />Q. What is the project timeline? <br />A. Following an adequate public involvement process (usually 3 or 4 public meetings), staff <br />hope to have a final development program for Amazon Park, and will initiate the development of <br />construction documents.
