The situation has developed involving several city departments the neighborhood, a <br /> property owner and his neighbors.. Before I can explain the problem I need to provide you with some <br /> background. <br /> The Jefferson Westside Neighbors and the Lane County Board have been working together for over <br /> eight years on a plan to develop the area south of the Amazon channel into a park. Working together we <br /> have developed a conceptual plan for the Jefferson Amazon Greenway (JAG) that was approved several <br /> years ago by both the Fair Board and the Neighborhood. When completed this park would be a joint <br /> City- County operation made up of the City owned old Jefferson Pool site and all of the fairgrounds <br /> property south of the channel. As a part of this project the Amazon channel would be reconfigured from <br /> the current trapezoidal ditch to a more natural configuration. It was believed that the project would be <br /> developed with a mixture of funding sources including money from Stormwater fees, County Road <br /> Fund, Transient Room Taxes, Fairgrounds, Lane County, Corps of Engineers, Parks SDCs, and City of <br /> Eugene. <br /> The Fairgrounds agreed to take the lead on the project and paid for the services of a firm of local <br /> landscape architects to work with the neighborhood to develop a plan acceptable to both. <br /> Representatives of the Neighborhood presented this plan to then City Manager Jim Johnson as well as <br /> City Parks staff. The plan was also presented to other stakeholder groups such as O'Hara School, the <br /> 3/8/2005 <br />
