1.4. Federal, State, and Local Permits Necessary to Implement the Project
0 None
2). Alternatives to the Proposed Action
This section describes the two alternatives for this project and concludes with a comparative summary of the
environmental consequences of the two analyzed alternatives.
2.1 Alternative 1 (Proposed Action)
Under Alternative 1, the City of Eugene Parks and Open Space Division would purchase fee title to East
Fork Amazon Headwaters in its entirety. The 39.9 acre parcel will be owned by the City of Eugene and
protected as open space under the stewardship of the Parks and Open Space Division.
2.2 Alternative 2 (No Action)
Under this alternative, the City of Eugene and partners will not purchase East Fork Amazon Headwaters.
The property will remain in private ownership leaving it vulnerable to development. It is anticipated that the
property will be subdivided into approximately 113 home sites with developed road and utility infrastructure.
2.3 Issues Selected for Analysis
These issues serve to focus the analysis and the comparison of alternatives.
Issue 1: How would acquisition affect watershed drainage functions? This issue will be assessed by the
following measurement indicators: (a) acres of protected riparian area, (b) the length of protected
waterways, (c) percent of impervious surface, and (d) stability of waterways.
Issue 2: How would acquisition affect wildlife habitat? This issue will be assessed by the following
measurement indicators: (a) acres of habitat vegetated with native forest cover, and (b) contiguity
with adjacent wildlife habitat.
Issue 3: How would acquisition affect native plant populations? This issue will be assessed by the
following measurement indicators: (a) acres of native dominated plant community, (b) acres of
site within 50' of a road or cleared area and therefore vulnerable to weed invasion.
Issue 4: How would excavating, re- contouring, and re- vegetating with native species affect soil
resources? This issue will be assessed by the following measurement indicators: (a) acres of soil
disturbed.
