The acquisition and use of this parcel for open space and low impact <br />recreational use are clearly consistent with the Eugene - Springfield Metropolitan Area Plan <br />(Metro Plan). The Metro Plan is the acknowledged comprehensive land use plan for the Eugene <br />— Springfield metropolitan area. <br />The area of the proposed acquisition is designated in the Metro Plan for low density residential <br />use, and the parcel is zoned R -1 Low Density Residential. Parks, natural areas and open space <br />are allowed uses in the R -1 zone. The site also has two zoning overlay districts applied: The <br />/PD Planned Unit Development Overlay Zone, and the /WR Water Resources Conservation <br />Overlay Zone.
