First, based on the City <br /> Council's vote at its January 22, 2001 meeting, would any extension or modification of the 1997 <br /> Intergovernmental Agreement with the University of Oregon to allow event parking at lots 8 and <br /> 9 after 2007 require approval by the City Council? Short answer: Probably yes. Second, whom <br /> does the Citizen Planning Committee (CPC) report? Answer: The Intergovernmental <br /> Agreement that provided for the creation of the CPC did not specify a reporting procedure. The <br /> CPC's functions and coordinating responsibilities are described in more detail below. <br /> 1. Lots 8 and 9 <br /> I have reviewed the Council Agenda Packets and Minutes for meetings on November 8 <br /> and 27, 2000, December 11, 2000 and January 22, 2001, in of which included substantial <br /> discussion about the plans to manage parking, traffic and transit related to major events at <br /> Autzen Stadium. <br /> The Council's decision on Lots 8 and 9 is reflected in the minutes of the January 22, 2001 <br /> meeting, at pages 9 -14. The "main motion" was to accept option one as the preferred location <br /> for the transit station site. (For purposes of Lots 8 and 9, the substance of option one does not <br /> matter.) Councilor Bettman moved to amend the motion to add four conditions. The first three <br /> related to City retention of authority over parking on City property, including Leo Harris <br /> Parkway; the University's payment to WISTEC; and what would happen if the University did <br /> not agree to make those payments. (The first passed; the second and third did not.) The fourth <br /> proposed amendment was: "that the University of Oregon agree to amend the 1997 <br /> Intergovernmental Agreement with the City of Eugene in a manner which would require that the <br /> parking lots 8 and 9 in East Alton Baker Park not be used for event parking beyond the event <br /> season of 2006." (Minutes, page 9.) Pages 10 and 11 of the minutes reflect some discussion of <br /> lots 8 and 9 in the course of the discussion of the first of the four amendments, but the discussion <br /> relating specifically to the fourth amendment is on pages 12 and 13 of the minutes. The fourth <br /> amendment then passed, as did the main motion. Thus, the Council approved option one for the <br /> transit station, subject to the first and fourth amendments proposed by Councilor Bettman. The <br /> fourth amendment, however, was amended to substitute "2007" for "2006" at the end. As <br /> Councilor Pape noted at the time, once the fourth amendment was revised to extend the <br /> permission to use lots 8 and 9 until the end of 2007, the fourth amendment was no longer <br />
