Councilor Rayor offered a friendly amendment, which was accepted, that the time be <br /> extended to December 2007. <br /> Councilor Bcttman stressed the nccd for surcty that the lots would be returned to the park. <br /> Councilor Pape commented that, since both parties needed to agree to extend the use of the lots, there was no <br /> need for the motion since its intent would be met under the current Intergovernmental Agreement. Councilor <br /> Nathanson agreed with Councilor Pape. <br /> The amendment passed, 7:1; councilor Farr voting in opposition. <br /> The Main Motion as Amended <br /> Councilor Rayor, seconded by Councilor Nathanson, moved to amend the motion by <br /> changing item 1 to say that the City retain all authority, (control, rate setting, payment <br /> collection, etc.), over parking on Leo Harris Parkway except that City Manager is <br /> authorized to contract for management services for that property consistent with City <br /> direction. <br /> Councilor Bettman said that there was no reason for the amendment. <br /> The amendment passed, 5:3; councilors Bettman, Taylor, and Kelly in opposition. <br /> Councilor Kelly expressed his disappointment with the vote and said that it would affect his vote on the main <br /> motion. <br /> Councilor Bettman said that she would also oppose the main motion. <br /> Councilor Farr, seconded by Councilor Pape, moved to call the question. The motion <br /> passed, 6:2; councilors Bettman and Taylor voting in opposition. <br /> The main motion passed, 5:3; councilors Bettman, Kelly and Taylor voting in <br /> opposition. <br /> City Manager Johnson asked the council to consider Council Bill 4756, an ordinance concerning parking <br /> requirements and amending Sections 9.015, 9.585, and 9.586 of the Eugene Code, 1971. <br /> Councilor Taylor, seconded by Councilor Kelly, moved that the bill, with unanimous <br /> consent of the council, be read a second time by council bill number only and that <br /> enactment be considered at that time. <br /> Councilor Rayor, seconded by Councilor Farr, moved to amend the motion by changing <br /> the required bike parking numbers to "from 550 - 995." <br /> Mr. Klein noted that this would set an upper limit on the number of bicycle parking spaces permitted on the <br /> site no matter what the need. <br /> MINUTES — Eugene City Council January 22, 2001 Page 13 <br /> Regular Meeting <br />
