I will find out what the status of conversation with 4J has been to date. <br />My next question to staff will be: Assuming we had 4J permission to use that lot, how does its location either support or <br />deter people from choosing to use it. This is the "you can lead a horse to water but you can't make them drink" type of <br />issue. I will also ask what is the current thinking about what types of things can we do to "encourage" the horse to drink. <br />I remember the plan does call for allowing overflow parking and designates such an area. I do not recall anything in the <br />plan that suggested this area be surfaced with anything except grass. I'm aware of the mitigated wetland area near the <br />area shown for overflow parking. Do to this being a restoration area under mitigation requirements, I do not believe any <br />parking should be allowed in that area. I will confirm these issues and also I will ask how the usage of the overflow parking <br />conforms with the plan. <br />Please give me a couple of days to talk to the currently involved staff to get fully up to speed. I think I can do that by next <br />Wednesday. <br />Thanks again, <br />Johnny <br />- - -- Original Message---- - <br />From: Jan Wilson [mailto:jswilson @efn.org] <br />Sent: Thursday, July 24, 2003 7:59 PM <br />To: RINER Andrea G <br />Cc: MEDLIN Johnny R; GRUBE Renee L <br />Subject: Re: Amazon Overflow Parking <br />Thanks, Andrea. <br />Johnny, I assume Andrea has filled you in on the concerns of the neighbors. <br />They want the "overflow" parking on the grassy area to be used, if at all, <br />only when all other paved spots at Roosevelt MS and elsewhere are filled. <br />Currently the grass (which borders and sometimes includes the wetlands <br />mitigation area) has been and is being used every day, all day, all summer <br />for the past three years, even when other spots are empty, which doesn't <br />really fit anybody's idea of "overflow." <br />They have run into quite a bit of resistance when they ask about the <br />Roosevelt lot, even though people using the soccer fields are already <br />parking there (in about 20 of the 70 -some spaces - still lots left for pool <br />patrons), so I doubt 4J would have any problems with it during the summer. <br />Somewhere along the line, somebody at the city told them to "go hire a <br />lawyer," so they did - that's me. But I don't really see why I'm needed <br />here - it seems like this should be simply a matter of finding the right <br />staff - person or group of staff - persons to get the sign -off from 4J, move <br />some fences, post some signs, etc., etc. The neighborhood residents have <br />already agreed to help with whatever needs to be done. <br />I understand the new park plan is in development, and that's fine - the <br />neighbors, in fact, have a representative on the advisory committee. But <br />that's a "future" plan - the neighbors want to know what they can do about <br />this right now. Maybe you can't deal with all the issues this year - maybe <br />
