Ms. Larison said that her ornithologist friend has indicated that birds might not be nesting on the ground <br />and might be in the brush near the ground. Dogs could bother birds here, too. <br />Ms. Brand indicated where she planned to put the signs on an aerial map of the WNA. <br />b. Government Relations <br />Mr. Sonnichsen provided an update on the I- 5/Willamette River Bridge naming process. Since the January <br />meeting, there had been two endorsements for the Whilamut Passage bridge name – by the Lane County <br />Board of Commissioners in February and by the Metropolitan Policy Committee (MPC) in March. The <br />next and last body the CPC needed an endorsement from was the Oregon Geographic Names Board <br />(OGNB). An OGNB member from Eugene (A.J. Giustina) would leave the board on April 22. Mr. <br />Giustina had told Mr. Sonnichsen that it was difficult to get people from outside Portland to serve. His <br />work was more.related to the Oregon Historical Society (OHS). In his term on the OGNB, he had never <br />taken part in a single geographic naming. The relationship between the OHS and the OGNB was close and <br />it was up to Mr. Giustina's replacement and or the new executive director to decide how to proceed. The <br />new executive director, Kerry Tymchuk, was a former staffer for former Senator Gordon Smith. Mr. Son- <br />nichsen had called him that day but had not received a call back. He looked forward to Mr. Tymchuk's <br />advice on how to proceed. ODOT had suggested the CPC include the OGNB in its bridge naming proce- <br />dure. Mr. Giustina had thought it a "great idea" to name the bridge the Whilamut Passage Bridge. Names <br />were meant to expand on history and to identify areas. He hoped Mr. Giustina's favorable comment was <br />shared by other OGNB members. <br />On April 20, members of the Government Relations subcommittee including Mr. Cooper, Ms. Behm, Ms. <br />(W Mello, Ms. Morrison, Mr. McIntire and Mr. Sonnichsen, had met with Eugene Mayor Kitty Piercy. They <br />had discussed disc golf with the mayor. The Oregon Track Club had made a proposal to site some disc <br />golf holes in the WNA. The group had also spoken to Mayor Piercy about the bridge naming procedure. <br />She had been happy to hear about the progress and had suggested that any mention of the Whilamut Pas- <br />sage Bridge name and other Kalapuya- related history that existed or would exist on Eugene POS or <br />Willamalane websites should include a link to a website that ODOT would provide that would explain the <br />name of the bridge. The existing bridge website talked about the park's history and ODOT had written a <br />good article about the connection of the bridge project and the installation of four new Kalapuya Talking <br />Stones. <br />The group had also mentioned missing having Parks Coordination meetings on a regular basis to the <br />mayor. The group missed having these meetings on a regular basis because there were issues related to <br />things happening in the park including storage of falsework in the WNA. (The falsework was the support- <br />ing metal that held up bridge arches before the arches had freestanding tension installed). Storage for <br />falsework would be needed again when the northbound bridge was built. <br />Mr. Sonnichsen noted that at the previous meeting, a proposed bicycle pedestrian bridge between the <br />EWEB property and West Alton Baker Park had been discussed. This was discussed with the mayor, as <br />was the visit to ODOT officials in Salem to express the CPC's feelings about the North Bank Pedestrian <br />Bicycle Path, which was being redesigned with ODOT administrating funds. The funds had gone only <br />toward a study related to the path widening and straightening and not the building of it. <br />At the January meeting, the CPC had voted to oppose the EWEB/West Alton Baker Park Bicycle Pedestri- <br />(W Bridge's inclusion in the Eugene Bicycle/Pedestrian Master Plan (EBPMP), which was now in draft <br />MINUTES— Citizen Planning Committee for the April 21, 2011 Page 7 <br />Whilamut Natural Area <br />
