Mr. Holloter expressed hope that there would be publicity regarding the kiosks when they were installed <br />and that part of the focus could be the effect of off leash dogs on the area and its resident nesting birds. <br />Mr. Biggs hoped the sign by the Autzen Footbridge would mention the area was a sanctuary. Mr. Taylor <br />responded that he thought the sign there was entitled Sharing the Space. <br />Ms. Behm said off leash dogs were huge problem in the prairie area. She felt there should be a sign by the <br />Knickerbocker Footbridge that discussed this. <br />Additionally, Ms. Behm stressed the importance of not speaking of the Kalapuya people only as a <br />historical component to the area. <br />Mr. Sonnichsen pointed out that the kiosk sign in Eastgate did mention the Kalapuya in the present tense. <br />Ms. Behm responded that she wanted all of the signs to explain what Whilamut means and how the <br />Kalapuya people were a part of the area. <br />Mr. Svoboda asked why the area was mowed. Mr. Taylor replied that it was mowed for safety reasons, <br />fire prevention, and visibility. <br />Mr. Biggs asked if the signs would discuss invasive species. Mr. Taylor responded that they would be <br />discussed in the context of restoration. <br />Mr. Sonnichsen asked if Mr. Taylor had checked on the Intergovernmental Agreement with the University <br />of Oregon for the "hammer throw area." Mr. Taylor replied that he had discussed this with Parks and <br />Open Space Division Director Johnny Medlin and Mr. Medlin was unconvinced that the contract finished. <br />Mr. Peara averred that the IGA indicated that the parties were aware that it would expire. <br />Mr. Sonnichsen expressed appreciation for the Parks and Open Space Division doing what it could to <br />make the area less accessible, but he understood people were still using the area on an informal basis. <br />Ms. Blick noted, regarding the positions that were opening on the CPC, that the vacancies had not been <br />listed with the City of Eugene. Mr. Taylor explained that the openings had occurred after the advertise- <br />ments for positions on boards, committees, and commissions had been made. <br />b. Willamalane <br />Ms. French reported the following: <br />• Some removal of invasive species had been undertaken in Eastgate. Ivy had been removed as well <br />as Herb Robert and other annuals. They had done some planting and were looking to do more. <br />• There will not be an AmeriCorps person next year. There might be enough money to hire youth <br />Corps work done. At present there was no volunteer coordinator. Claire Porter was looking for <br />some small grants and was also looking into the possibility of having a University of Oregon stu- <br />dent serve as a volunteer coordinator. <br />• Graffiti reports had been responded to and the graffiti had been removed. The parks manager had <br />conveyed his appreciation to the members that had reported it. <br />• False -brome had been treated with herbicide in the fall, but it was not as successful as had been <br />hoped. She thought it had been applied a little late.
