- Public Works <br />U-MIK 11 <br />NW Parks & Open Space Division <br />MEMORANDUM <br />Date: March 28, 2003 <br />To: Jim Carlson, City Manager, Pro Tem <br />From: Andrea Riner, Parks Planning Manager <br />City of Eugene <br />1820 Roosevelt Blvd. <br />Eugene, Oregon 97402 <br />(541) 682 -4800 <br />(541) 682 -4882 FAX <br />www.d.eugene.orms <br />Subject: Alton Baker Park Monitoring- 2002 Football Season Summary <br />Parks and Open Space Planning staff conducted the required annual meeting between <br />representatives of the University of Oregon Athletic Department and the Citizen Planning <br />Committee for the Whilamut Natural Area of Alton Baker Park (CPC) on February 19, 2003. <br />Individuals present included: Bob Beals from the U of O; David Sonnichsen and Bonnie Ullmann, <br />of the CPC; Andy Peara of Nearby Nature; and Carolyn Weiss, Eric Johnson, and Johnny Medlin <br />of the City of Eugene. Consensus was reached on the recommendations contained within this <br />document. <br />Background <br />As required by a draft Intergovernmental Agreement between the University of Oregon and the <br />City of Eugene, a park monitoring program for Alton Baker Park was developed to monitor <br />impacts related to park use by Autzen Stadium patrons. The program was developed in <br />coordination with the Citizen Planning Committee (CPC) and the University of Oregon (U of O). <br />Additionally, an annual post- football season meeting is required, with members of the CPC and <br />the U of O to review and discuss results of the Park Monitoring Plan and whether the conditions <br />of the IGA relating to Alton Baker Park have been achieved. Decisions and agreements reached <br />in this meeting are contained within this document. <br />Park monitoring has been conducted by the Alton Baker Park Host, Nearby Nature. Patterns and <br />trends have been observed as a result of the park monitoring efforts. These observations are <br />categorized below along with recommendations for mitigation of impacts. A high, medium, and <br />low priority ranking is assigned to the impact with a suggested time frame for mitigation to <br />occur. <br />Overall, City staff are pleased with the monitoring program results and recommend continuation <br />of the program. Additionally, staff anticipate working with the University on the installation of <br />educational signage in the park as further required in the 2002 Intergovernmental Agreement. <br />ABP Monitoring- 2002 Season Summary Page I <br />
