HAYS.1 Page 2 <br /> Sub -Zone 2D - Tree Garden <br /> Purpose: This area is proposed to be developed with groves and groupings of trees <br /> and other plants to surround the lawn area and create small, interesting places. A <br /> wide variety of trees and shrubs will be planted primarily for spring and summer <br /> bloom and fall color. <br /> Uses: Support facilities and structures could include paths, walks, benches, water <br /> features, horticultural beds, rest rooms and shelters. <br /> The donor would like the trust fund to be spent to implement the Tree Garden concept as <br /> described in the 1986 Alton Baker Park Master Plan. More specifically, the donor expresses the <br /> following wishes to the City of Eugene: <br /> 1. The donor would like the trust funds to be used to create The Hays Memorial Tree <br /> Garden. The general concept would be to create a place where citizens could pay for the <br /> planting of one or more trees to honor, remember, and memorialize family members or <br /> friends who have died. Donors could also purchase such items as planting beds, park <br /> walkways, fountains, benches, and other park amenities within the Memorial Tree Garden. <br /> 2. The donor suggests the City create a specific landscape design of the Hays Memorial <br /> Tree Garden, using a professional landscape architect. The specific design will then serve <br /> as a master plan for the development of the Memorial Tree Garden into the future. The <br /> donor would like to participate in the development of the plan and its final approval. <br /> 3. The donor suggests the City create a program where citizens in the community can <br /> purchase the right to have a tree planted and then maintained in the Memorial Tree <br /> Garden. The cost to the citizen would be divided into two amounts - -one amount would go <br /> to purchase and install the tree, while the second amount would go into a non - expendable <br /> trust fund (an endowment) where interest earnings are used to perpetually maintain the <br /> tree and help the City pay for the overall maintenance of the Memorial Tree Garden. This <br /> same concept could be used to purchase and maintain other amenities in the master plan <br /> for the Tree Garden as described in paragraph one above. <br /> 4. Once the master plan for the Hays Memorial Tree Garden is completed, the donor <br /> suggests the City develop a marketing plan to collect gifts for the garden and its <br /> maintenance endowment. One component of the marketing plan could be a catalog which <br /> lists gift opportunities within the garden. <br /> 5. Alton Baker Park Master Plan maps from 1973 and 1979 showing the Tree Garden idea <br /> indicate an area larger in size than that shown for the Tree Garden in the 1986 plan <br /> diagram. The donor would like the Tree Garden to be as large as possible within the <br /> general area of Sub -Zone 2D and also into Sub -Zone 2B - -the Agricultural Historic <br /> Area -- assuming a future City Council or other decision - making body finds that the <br /> Agricultural Historic Area cannot be implemented as contemplated in the 1986 Master <br /> Plan. The donor suggests that Sub -Zone 2D be planned as Phase I of the Hays Memorial <br /> Tree Garden and Sub -Zone 2B be a future phase of the Memorial Tree Garden. <br /> 6. The donor is expecting the City to complete the landscape plan for the Hays Memorial <br />
