The donor expects the Hays Memorial Trust to be managed by the Department of LRCS <br /> and that I will have budget control over spending from the Hays Memorial Trust Fund. <br /> On December 20, 1994, I presented the Trust Agreement and this memo to City Manager Mike <br /> Gleason. The City Manager agreed to sign the Trust Agreement on behalf of the City and agreed <br /> that the City would implement the project consistent with the project description contained in this <br /> memo. <br /> II <br />
