EUGENE CITY COUNCIL — <br /> AGENDA ITEM SUMMARY <br /> EUGEVE <br /> Resolution to change a bridge name from "Autzen Footbridge" to "Dave and Lynn <br /> Frohnmayer Pedestrian and Bicycle Bridge" <br /> Meeting Date: September ? ?, 2009 Consent Calendar <br /> Department: Public Works Staff Contact: Johnny Medlin <br /> www.eugene- or.gov Contact Telephone Number: r682-49301 <br /> ISSUE STATEMENT <br /> This session is for the City Council to take action regarding a request to change the name of a city <br /> owned bridge over the Willamette River from "Autzen Footbridge to Dave and Lynn Frohnmayer <br /> Pedestrian and Bicycle Bridge ". <br /> A resolution authorizing this change is included as Attachment A. <br /> BACKGROUND <br /> At their July 13, 2009 meeting the City Council passed a motion requesting staff to bring back a <br /> resolution which if approved by Council would change the name of the a pedestrian and bicycle bridge <br /> which crosses the Willamette River connecting the City owned Alton Baker Park with properties owned <br /> by the University of Oregon. <br /> Historically, City parks and paths have been officially named by the City Council through resolution or <br /> other Council action. In 1982 the City of Eugene, through the Eugene Water and Electric Board, entered <br /> into an intergovernmental agreement (IGA) with the State of Oregon and Lane County regarding the <br /> construction and maintenance of a utility, pedestrian and bicycle bridge crossing the Willamette River <br /> south of Day Island Road. The IGA states that the bridge shall be named "The Autzen Footbridge." <br /> Eight years later an IGA between the City of Eugene and Lane County conveyed the Autzen Footbridge <br /> to the City. Subsequent to the IGAs, the City Council adopted resolutions referring to the "Autzen <br /> Footbridge," including Council's adoption of Resolution No. 4746 naming the Ruth Bascom Riverbank <br /> Trail System. Resolution No. 4746 describes the East Bank Trail as nine miles of trail along the river <br /> between the "Owosso Bicycle Bridge and the Autzen Footbridge." Through execution of the IGAs, <br /> together with subsequent City Council action, the City Council officially named the bridge crossing the <br /> Willamette River south of Day Island Road as the "Autzen Footbridge." Because there is no delegation <br /> of authority regarding the renaming of the Autzen Footbridge, only the City Council has the authority to <br /> change the name. Should the Council decide to rename the Autzen Footbridge, the renaming should be <br /> done by Council resolution. <br /> RELATED CITY POLICIES <br /> No policies were found relating to this proposed action. <br />
