Medlin <br />Director, Parks & Open Space Division <br />City of Eugene <br />1820 Roosevelt Blvd. <br />Eugene, OR 97402 <br />Re: Request to Renew Parking Agreement <br />Dear Johnny, <br />This is to request a renewal of the Science Factory's parking agreement with the City of Eugene. <br />The Science Factory (SF) and the City of Eugene, through the Parks and Open Space Division <br />(Division), have been operating under a parking agreement entered into in 2001 pursuant to RFP <br />#2002200009. Under the agreement, the Science Factory agreed to provide management services <br />for football game -day parking on City land in accordance with an annually approved SUP. <br />Revenue under the agreement is split with the Division. We have appreciated the opportunity and <br />enjoyed the working relationship that has since developed. We respectfully request that this <br />agreement be extended through 2014 under the same terms. <br />During the first five years, the Science Factory has worked diligently to create an efficient <br />operation that satisfied all terms of the agreement and to provide a service to football fans. <br />Parking areas have been supervised and cleaned. Program revenues have steadily increased, and <br />expenses have been reduced. Revenue - sharing payments to the Division have more than doubled <br />since the program's first year. Patrons of the program have been very pleased with the family - <br />friendly service as evidenced by the hundreds of repeat customers from the Eugene - Springfield <br />and from throughout the state. <br />The parking program has provided essential funds for a number of worthy organizations that <br />serve Eugene residents. A program partner, the Eugene Elks Lodge, has donated its <br />reimbursement for parking volunteers, to a number of charities such as the Boys & Girls Club and <br />the Juvenile Justice Program. Parking revenue has, of course, also benefited the Parks Division <br />and the Science Factory. <br />Revenue from the agreement has provided a key source of support for the Science Factory's <br />programs, staffing, and facility. For example, it has enabled SF to re -open the former Lane <br />Planetarium which Lane ESD had closed at the end of 2002. The planetarium has since served <br />thousands of Eugene residents and schoolchildren from surrounding areas. Parking funds have <br />also allowed SF to replace the museum's aging roof, purchase new equipment for the computer <br />lab, refurbish the planetarium's star machine, paint the building interior and exterior, provide <br />scholarships to low- income families and children, and begin the development of a plan to <br />improve and expand the museum to create an even more dynamic and exciting facility. <br />During this period, SF has built its membership base to 1,000 dues - paying households, <br />representing over 4,000 individuals. In 2005, SF served a total of 16,000 visitors through the <br />
